ORDERED.
THAT the attached report of the City Engineer relative to
the extension of the existing right-of-way of Blanchard Street
in a northerly direction for a distance of 25 feet be and hereby
is accepted; and be it further
OADHBED,
THAT said extension be laid out and established as a public
way and addedto the Official City Map; and be it further
ORD MT damages in the amount of $100.00 be paid to G & S
Associates of Bangor, and an assessment be levied against the
abutting property named by Laurance H. Paine in the amount of
0448.00.

The above described right-of-way extension contains 1,250
square feet, and is part of land acquired b9 G & S Associates of
Bangor from the Diocesan Bureau of Housing by a Deed dated July
16, 1976 and recorded in Penobscot Registry of Deeds in Vol. 2671,
Page 91.
Notices of the proposed laying out were sent to Mr. Warren
Sawyer, a representative of G & S Associates of Bangor; the Reilly
Mortgage Croup and the New York State Teachers Retirement System,
mortgage holders of the Bradford Commons development; the Department
of Housing and Urban Development; and Laurence K. Paine, an adjacent
property owner.
There appeared at the time and place of meeting Mr. Robert
Couturier, Manager of Bradford Commons, an apartment complex
located on the northerly portion of the subject property. The
City Engineer explained that the rigbt-o£-way was being extended
to conform with the actual length of the existing travel way,
which presently extends beyond the end of the existing right-of-
way. It is also proposed so as to provide access to a lot of land
owned by Laurence K. Paine, which presently does not have access to
the Blanchard Street right -o£ -way. The right-of-way extension will
also facilitate snow plowing, and access by fire equipment in the
event of an emergency.
The recommended damages for the right-of-way extension are
8100.00, to be paid to the owners of the property, G & S Associates
of Bangor. This amount is based upon the fact that the land is
presently undeveloped, and is partially occupied by the existing
travel way of Blanchard Street.
The extension of the right-of-way will benefit property
owned by Laurence K. Paine, located on the ¢orthxesterly side
of the right-of-way extension, and the City Engineer recommends
that the conte of the acquisition, including administrative costs,
be assessed against the Paine property. In addition to the 8100.00
for the land acquisition cost, the administrative costs of the City
Bhgineer's office amount to 8348.00, which includes survey, adver-
tising, correspondence, a public hearing, and the preparation of

the final reports. Accordingly, a total assessment against the
Paine property in the amount of $448.00 is recommended. Mr.
Paine has been advised of the proposed assessment and indicates
that he has no objection.
It is recommended that the extension of Blanchard Street
be laid out as described above, and added to the Official City
Map. It is further recommended that the damages be paid as
recommended above, and that the assessment against the Paine
property be levied.
