Small Sept. 21, 1984 CODE ENFORCEMENT 6 FIRE PREVENTION Summary and Conclusions - -' Relative To 36 Everett Street, Bangor The structure at 36 Everett Street, while not in danger of immediate collapse, is extremely deteriorated state dueto years of neglect and lack of maintenance and poses a fire hazard, and health risk. The building was constructed in the mid 1800'x, and over the years due to the leek of maintenance, the cost of making repairs would be very high and would approach the cost of erecting a new - structure; due to the lot size, 40' x 100' (sub -standard), new. construction or the increase in the number of living unite would not be permitted. An inspection was made January 4, 1984 by the Code Enforce- ment Department and revealed the following conditions: 1) There was no central heating in the building, heat was pro- vided by four (41 kerosene stoves, all in poor condition; 2) Fuel storage - (5) 55 gallon storage drums were vented and filled in the basement; 3) The (2) brick chimneys are in poor condition which are used to vent the kerosene heaters; 4) The majority of the wiring was unusable and in poor condition; 5) Cats ranging innumbers from (20) to (60) over the years have been locked on five rooms on the first and second floors. Every- thing was covered with a thick coating of dirt and grime, a large part of this consists of accumulations of cat excrements which has saturated wood surfaces, causing a very nauseous odor inside and outside the building. 61 (aleovmdation: walls are in poor condition. (b)Exterior: asphalt shingles are in poor condition; wood trim and windows show significant signs of rot; roof timbers show signs of rot and roof shingles deteriorated such that a large amount of water is entering the building. (c)Interior: poor condition, structurally, many of the walls and ceilingplanes are badly distorted. TO DATE. The building is vacant, the fuel oil drums have been removed, all cats removed by the City Animal Shelter, electric power disconnected and the City water turned off and meter removed.
