Located at 36 Everett Street, Bangor, Maine -- Dangerous Building
WHEREAS, the Bangor city Council', in its capacity as the Municipal
Officers of the City of Bangor, held a public hearing pursuant to
17 M.R.S.A. Sections 2851-2859 to determine whether or not the building
or structure located at 36 Everett Street, Bangor,. Maine, on a lot
described in adeed recorded in volume 1315, Page 143, Penobscot
County Registry of Deeds, and owned by the Shirley A. Morrison Heirs
constitutes. a dangerous building within the meaning of said statute;
and
WHEREAS:,_ based upon the evidence presented at said public hearing,
the Bangor.City Council finds that the building or structure in question
is structurally unsafe; unstable; a fire hazard; unsuitable or improper
for the use or occupancy as a residence; a hazard to health or safety
because of inadequate maintenance, dilapidation, obsolescence o
abandonment, and dangerous to the life and property of the inhabitants
of the City of .Bangor; and
WHEREAS, the Bangor City Council hereby adjudgessaid building or
structure to be a nuisance and dangerous, as provided in Title 17,
M.R.S.A. Sections 2851-2859,
NOW, THEREFORE, By the City Council of the City of Bangor
ORDERED,
THAT said building or structure shall be disposed of as follows:
(1) Said building or structure shall be demolished by
the owner(s) within thirty (30) days of the date
of passage of this Order, said demolition to be
Performed in conformity with the Laws and Ordinances
of the City of Bangor; and .
(2) in the event said building or structure is not.
demolished within said thirty (30) days as provided
above, the City's Director of Code Enforcement may
cause said building or structure to be demolished,

Summary and Conclusions -
-' Relative To
36 Everett Street, Bangor
The structure at 36 Everett Street, while not in danger of
immediate collapse, is extremely deteriorated state dueto
years of neglect and lack of maintenance and poses a fire hazard,
and health risk.
The building was constructed in the mid 1800'x, and over the
years due to the leek of maintenance, the cost of making repairs
would be very high and would approach the cost of erecting a new -
structure; due to the lot size, 40' x 100' (sub -standard), new.
construction or the increase in the number of living unite would
not be permitted.
An inspection was made January 4, 1984 by the Code Enforce-
ment Department and revealed the following conditions:
1) There was no central heating in the building, heat was pro-
vided by four (41 kerosene stoves, all in poor condition;
2) Fuel storage - (5) 55 gallon storage drums were vented and
filled in the basement;
3) The (2) brick chimneys are in poor condition which are used
to vent the kerosene heaters;
4) The majority of the wiring was unusable and in poor condition;
5) Cats ranging innumbers from (20) to (60) over the years have
been locked on five rooms on the first and second floors. Every-
thing was covered with a thick coating of dirt and grime, a
large part of this consists of accumulations of cat excrements
which has saturated wood surfaces, causing a very nauseous
odor inside and outside the building.

(b)Exterior: asphalt shingles are in poor condition; wood trim
and windows show significant signs of rot; roof timbers show
signs of rot and roof shingles deteriorated such that a large
amount of water is entering the building.
(c)Interior: poor condition, structurally, many of the walls and
ceilingplanes are badly distorted.
TO DATE. The building is
vacant, the fuel oil drums have been removed,
all cats removed by the City Animal Shelter, electric power
disconnected and the City water turned off and meter removed.

meeting of September 4, 1984 held a public hearing on the above
Comprehensive Plan Amendment. After some discussion as to the
nature of a retail activity at the. Hall and on adjacent parcels,
the Planning Board voted six in favor and one opposed to recommend
this Comprehensive_ Plan Amendment to the City Council.
