ORDERED, MT a special Bangor Comprehensive Development Commission be established for the purpose of reviewing the present and future economic development needs of the community: to develop goals and a planning and program strategy for the economic development of Bangor; and to make uncioom endations on these matters to the City Manager and y The review of the special Commission will cover, but not necessarily be limited to, the following subject areas: 1/ The present development programs, including staffing, activities and priority areas. 2/ The community development Program, present and potential activities and needs. 3/ Commercial and industrial development activities in the city and region,potentials and needs. 4/ The revitalization and new development of the downtown business core and Central Business District, present activities, poten- tials and needs. 5/ The airport and air -oriented development activities, potentials and needs. 6/ The Bass Park complex, activities, potentials and needs. 7/ The supporting infrastructure of the community as it relates to the city's ability to attract new business and for Bangor's potential for balanced and high quality growth. B/ The city's regulations, processes, incentives and disincentives affecting development, existing and what may be required. 9/ The presence, workability, performance and coordination of Local, regional and state development organizations, public and private, and current activities and potentials for intercomounity cooperation, as these organizations and communities relate to development in Bangor. The Commission shall make periodic recommendations to the City Manager and City Council of Bangor,for consideration and immediate Action and be responsible for submission of a final report to the City Council on or about September 30, 1984, after acceptance of which the Commission's service will expire. The City Ceuncil and administrative staff of the City will provide its support and cooperation to the Commission during the period of Its work. - The Commission shall be composed of up to 20 persons, who shall be appointed by the City Council, and shall include as full members one or more representatives of the City Council, the City Manaper and the Chairman of the Bangor Planning Board. In addition, ex -officio members of the Commission shall include the City's Economic Development Director, Community Development Director, Airport Director, Airport Sales and Marketing Director, the Executive Director of the Bass Park Corporation, and the City Engineer.
