By the City Couxeal of Bu City of Banat.
ORDERED,
TRAIT WENREA6, the recently Completed analysis of the
development of wasteLLto-energy facilities, as prepared by
Hayden-Wegman, Consulting Engineers, for the Penobscot Valley
Solid Waste Project Committee has determined that it is feasible
to dispose of the municipal solid waste in the Greater Penobscot
Valley Region by the Construction of a refuse incinerator with
Steam generation capabilities; and
WHEREAS, it has been further determined that the Veneration
of electricity by the steam so produced will produce significant
revenues to partially offset the high cost of solid waste disposal;
and
WHEREAS, expressions of interest have beenreceivedfrom
private enterprise with regard to the possible construction and
operation of such facilities, which may prove to be more desirable
than public ownership and operation of such facilities;
NOW, THEREFORE, Be It
ORDERED, THAT the Penobscot Valley Solid Waste Project
Directors be and hereby Are authorized to negotiate with one
or more private vendors for the possible contracting of solid
waste disposal services by way of a resource recovery facility,
and to continue negotiations with the Bangor Hydro with regard
to the price to be paid by said Bangor Hydro for the electrical
energy which would be generated by the project, and to submit
their subsequent recommendations to the City Council for further
action; and be it further
ORDERID, THAT the sum of One Dollar ($1.00) per capita.

as its additional share of the Continuation of the project as
described above, said funding to be taken from Capital Account
No. 52-60-20 (5020).

STATEMENT OF FACT
There are indications that the unit price per kilowatt
hour that would eventually be paid by the Bangor Hydro for
the electricity generated by the project may decrease sig-
nificantly in the near future; there are indications that
private enterprise .may possibly be able to move much quicker
than the public body in the development of a project and thus
may be able to obtain more attractive rates for waste disposal.
Therefore, private contracting of waste disposal is considered
to be a viable alternative which should be explored.
