(TITLE,) (PriBrr, Authorizing City Manager to Enter into en Agreement
with the 150 Years of Bangor Corporation - Downtown Festival

THAT, WHEREAS, the 150 Years of Bangor Corporation has
organized a festival to be bold in the downtown area between
June 29th and July Btht 1954, to celebrate the 150th Anniversary
of Bangorts incorporation as a City; and
WHEREAS, the events planned by said Committee will require
the utilization and control of certain areas of City -owned property
in the downtown area[ as hereinafter described,
CRIBBED[ THAT the City Manager be and hereby is authorized
to enter into an Agreement with said 150 Years of Bangor Corpora-
tion[ said Agreement to be approved by the City Solicitor, for the
use and control of certain public property as shown on a Map on
file in the City Clerkts Office, said areas and uses more fully
described as follows:
1. %enduskee¢ Stream Park West, between Broad Street and
Eenduskeag etxeam, to be used for concession tents from Jame 22nd
to July 10th.

for West Market Square and the Merchants Blaze and Water Street
roadways, the occupation of the remaining area will start on
June 24th and will and on July 9th; during the actual festival
from June 29th to July Sth, the West Market Square Park will be
used as an outdoor eating area, and the roadways will be closed
to vehicles between 12:00 noon and 10:00 P.M.$ and the roadwsys
will be open during the remainder of the day for through traffic,
with stopping for delivery vehicles only.

3. U an Renewal Paroel 110, a fifty -foot strip of land
located on a north side oY Washington Street, between Broad
Street and Kenduskeag Plaza, to be used as a First Aid Station
between June 24th and July 9th.
4. Kenduskea Stream Perk East, located between Penobscot
Plaza sod enduskeag Stream: o be used for exhibits between
June 24th and July 9th.
5• The Waterfront Park Area, may be used for a limited
number of concessions; however, the use of the area by the
general public will not be impeded.
6. The Corporation shall have exclusive concession' rights
in all of the above =sea, subject to the establishm®t of
procedures for the solicitation and selection of concessionaires
which is acceptable to the City Solicitor, and subject to coordina-
tion with and approval of the Administrative Staff of the City.. of
Bangor, including but not limited to the Chief of Police and the
Chief of the Fire Department, to insure the adequate protection of
the health, safety and general welfare of the participants; and
be it further
ORDERED, THAT the City Council further agrees that it will
not eater into any agreements with other vendors to operate within
the public ways during the above-mentioned festival period within
the area bounded by Columbia Street, Hammond Street, State Street,
Exchange Street, Washington Street, Sanduskeag-Streamt and Union
Street, and the Waterfront Park area, with the exception of any
such agreements which may now exist, or any downtown store owners
or tenants who may wish to conduct sales on the sidewalk in front
of the properties which they now occupy.
