Fop the Operation of a Te Cab Service

i$bLV®, WHEREAS, H.A. Hersey, Ine.., of Bangor, !Hine has filed an
application to operate a taxi cab service within the City of Bangor; and.
WHEREAS, Chapter IV, Article 1, Section 3 of the Laws and Ordinances of the
City of Bangor provides that no taxi cab license shall beissued unless and
until the City Council has held a public hearing on the ratter and granted
a Certificate stating that the publicC venience and necessity requires
the Operation of such a taxi cab; and
WHEREAS, N.A. Hersey, Inc., hes made application Far a Certificate of Public
Convenience and Necessity; and
WITNESS, the City Merger has caused an investigation to be name and has
made awritten report of his findings to the City Council a required by
ChapterIV, Article 1, Section 3.3; and -
WHEREAS, the City Council has held a public hearing on the application for
a Certificate of Public Convenience and Necessity;
WOW, THEREFOPE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the City Council finds as follows:
1, That there is a sufficient demand by the public for the proposed
additional taxi Cab service;
z. That the existing ma s transportation and taxi Cab service are
inadequate to meet such demand;
3. net benefits from such additional taxi cab service Out weigh the effects
upon traffic conditions and parking;
4. That Ne financial responsibility, character, experience and ability of
the applicant are sufficient to Operate the additional taxi cab service, and
S. That the proposed exterior color makers, insignia, or other identifying
design does not imitate or conflict with any color chemes, insignia, o
other identifying design used On taxi cabs already operating in the City
of Bangor, imunicipalities adjacent to the City of Bangor, in such
a manner as to be misleading to the general public.

Re: Taxicab Certificates of Public Convenience
H. A. Hersey, Inc.
H. A. Hersey, Inc., has applied for four taxicab Certificates
of Public Convenience and Necessity. The City Manager, under
Chapter IV, Article I, Section 3.2 of the City Ordinances, isre-
quired to report his findings in writing relative to the need for
cab service.

City Council: Checker Randall - 6; Fairmount - 4;
Harold's - 6; Town Taxi - 15; Yellow Cab - 11; Country
Cab - 2.. Since the numbers were authorized, Larry Baron
has purchased a number of the above companies. The
following taxicabs have been licensed for the year 1983-84:
Larry Baron - 17; Harold's -6; Country Cab - 1. The
applicant states there is a need for additional taxi service
here in the Cityy of Bangor. I do not feel that I can ade-
quately.Judge tha demand of the public fox this service and
have asked the three owners currently operating cabs within
the City to provide me any statistics or numbers that they
may have relative to the demand of the public and have
attached them as a part of this report. I feel the public
hearing on Monday evening (April 9th) can better demonstrate
what demand the public may have for this additional service.

has been expanding into the surrounding communities and
w coversthe communities of Veazie, Orono, Old Town,
Hampden and Brewer.. The taxicab service does represent
and provide a different need to the public. Again, the
adequacy of the taxicab service should be a part of the
discussion at the public hearing.

Dear Tr. Fly=:
I wish to give this brief report on the need for additional.
taxi service in Bangor. I would like to make one point
first.- Yes, I amconcerned with increasec competition, but
I give you sly word that this will be an honest, unbiased
report of taxi service in the city.
I am going to make m✓ pointe £ollcwing the guide lines set
forth by the city ordinumee on what the City Manager is to
investigate.
1.) Demand of the public for additional taxi service.
Hoy company does its best that when a customer calls,
to pick-up the customer within 5 minutes. with that,
fact in mind, I take cabs off the road for the last'
three years in a row add have still been able to com-
plete our fast response time.
2.) tcdequacy of existing mass transportation and taxicab
service.
There is the City Bus which has extensive routes
througt: the Banger sun now also Brewer, Hampden,
Veazie, Orono and Old Town. 9astern Transportation,
which recently incorporated all of the smaller social
services transportation in the area. They offer free
transportation for elderly, low income and handicapped.
They also offer public transportation for ary one out-
side Bangor on scheduled routes.
There is Herold's Taxi which operates 4 or 5 cabs.
Country Cab which has 1 cab, which is believe is not
operating at all at this time, Town Taxi, Yellow Cab,
Checker Cab which is one company operating 16 cabs,
down from a tigh,of 21 cabs 4 years ego.

3.) Effect of additional taxicab service upon traffic and
parking.
All I can say to that is traf£ice will move that
much slower with relative to the number of cars
added to traffic. parking: all designated taxi
parking spots we already assigned to existing
companies.loes this mean someone will have to
give up their parking space for this new cempery+
or will the city take parking space from the public
for the new company?
4.)- Increased danger to the public.
This I feel is relative to the quality of drivers
this company has ar-d the kind of attitude menege-
rent takes on this matter.
5.) Financial responsibility, experiences character and
ability.
AS far as I know, the applicant has no experience
in this field of transportation; financial respon-
sibility I cannot comment on.

Gentlemen:
I have been informed by Mr. John Flynn that
H. A. Hersey, Inc. wants to start another taxi service
in Bangor.I do not believe we need another at this
time.
I have permits for six cars but there is hardly
enough business for four. The only exception would
be when we have big snowstorms and people do not want
to use their own vehicles.
The bus service has out into the taxi service
tremendously. At one time we had enough work for all
'six cars, not any more. It's little enough the drivers
are making now, without adding more competition.
I vote "no" for his getting a taxi permit from the
city of Bangor.
