WHEREAS, the Bangor Colmmunity Promotion Project is desirous of conducting Springfest 184 in conjunction with the Eenduskeag Canoe Race; and WHEREAS, the Project'is desirous of utilizing certain City - owned land for the operation of a fair and festival thereon; and WHEREAS, the Project needs overall control of the land to ensure the success of the^Springfest'84 activities; and WHEREAS, the City Council hereby determines that Springfest 184 represents a public intAeest event of substantial benefit to the, citizens of Bangor; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL THAT the Bangor Community Promotion Project organization is hereby granted the exclusive right to asand occupy, or control the use and occupancy of, the City-ownedland designated on the attached exhibit as Lot 4220 (and to close off the portion of Broad Street adjoining said land( for the purpose of conducting a fair and/or festival thereon. Provided, however, that said right to use said land and/or portion of Broad Street shall be subject to me following terms and/or conditions: 1. No more than one food and beverage concession (i.e., "beer tent"( shall be permitted on the premises. 2. The procedures for the solicitation and selection of concessionaires shall be in a form acceptable to the City's Legal Department. 3. All of the a ents contemplated for Springfest 184 shall beVcoordinated with and be subject to the approval of the administrative staff of the City of Bangor, including but not limited to the Chief of Police and the Chief of the Fire Department, to e e the adequate protection of the health, safety, and general welfare of the participants in Springfest '84.
