Byw C:ry Cw ilWw Cary 4lBw¢or: IMSOLVSD, WHEREAS, Industrial Development Bonds (IDB's) are a creative, viable, functioning industrial and community development tool; and WHEREAS, The cities in this region of the State of Maine have been appropriately utilizing IDB's as a -mechanism toenhance economic development and orderly planned growth in this region to the benefit of all the citizens and the tax bases of the municipalities; and WHEREAS, The United States Congress in HR 4170 propose restrictions to IDB's to local municipalities; and WHEREAS, With fewer mechanisms and funds from other levels of goverment, local municipalities must be creative and innovative in stimulating continued economic growth; and WHEREAS, The sense of the City Council of Bangor is that economic development.y funds which broadenthe tax base, create revenue, create jobs and develop economic: growthsuch. as. -_ IDB's are necessary end desirable; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF BANGOR urgeu r Congressional Delegation to remove any proposed capsr other restrictions which woulLimit our cities' utilization of IDB's as proposed in HE 4170.
