RESOLVED. THAT the Bangor City Council, by adoption of this
Resolve, does hereby determine that the amendment to the Bangor
City Charter described herein should be considered, and be it
further
RESOLVED, THAT the City Clerk is
hereby authorized and directed,
pursuant to 30 M.R.S.A. 89 eseq., as amended, to provide
for published notice of a hearing to be held at 9fe4Gm on
L( ?q in the City Council Chambers for purposes of
consideridg th proposed amendment to the Bangor City Charter,
the text of said proposed amendment and a brief explanation
thereof being as follows:
THAT the 5th line, first sentence, first paragraph, Sec. 1
Article IV, of the City Charter be amended to read in part as
follows:
thereafter on the Tuesday following the
first Monday of November in each year a regular
municipal election shall be held and the qualified
voters of the city shall ballot for councilors to
fill the office of the councilors whose terms of -
office expire that year, and the qualified voters
of each precinct shall,at the same time, ballot
to fill the office of warden or ward clerk which
shall expire that year."
Explanation: The purpose of this amendment is to change the date
of the city election from the second Monday in October to the
Tuesday following the first Monday of November of each year.

supporting, even though there is mall
additional cost involved, the continuation
of the City election date separate from
State elections. I believe it helps accent
the City election, and surely weneed that
to get responsible candidates. Ihope you .�
find it passible to support a no charter
change position.

Dear Mayor Willey:
I would thank you, this council and past councils for ap-
pointing me to the board of commissioners of the Bangor
Housing Authority,
It gives one a good feeling to know that some people in
the City of Ban or today ars better housed because of the
existence of Me public body,
. At this time I would like to address another subject. As
I expect to be out of town for at least a part of the day
on Monday and may not be back in time to attend the City
wai on Monday
evening, for the discussion on changing
voting data
for election to the city council, I would
leave these thoughts with you.
While I de not have strong objections to the change and be-
lieve I understand the motives behind it, hopefully more
people womid participate 'plae the economic savings to the
city, it would be my opinion there may be Some disadvantages
as well, As one who has boon active in the Democratic City
Committee in the past, I am wall aware of the confusion
which occurs on election day. Presently in the general elec.
tion in November there are usually a number of
bond issues,
along with candidates for public office, if we were to add
the election of our city connoilj plus local referendum on
Other matters, it might result in hurried decisions that
would not be in the beat interest of the city,
Also, if
people have to stand in line for any waiting
to cast
their ballot, they may decide not to. Sometimes, many items
on the ballot along with a number Of'alebtive officers, re,
salts in some confusion'for everyone, possibly we 'should re.
twin the present system, at least for the present,
