HomeMy WebLinkAbout2019-04-01 Airport Committee Minutes City of Bangor Airport Committee rd City Council Chambers 3 Floor April 1, 2019 Meeting Minutes The following City Councilors were in attendance: Airport Committee Chair Dan Tremble, Mayor Sarah Nichols, Councilors Clare Davitt, Gretchen Schaefer, Ben Sprague and Laura Supica. Also in attendance were City Manager Cathy Conlow, Airport Director Tony Caruso and Airport Marketing Manager Aimee Thibodeau. Agenda and Discussion: 1. Airport Advertising and Marketing Contract In January 2019, the City issued a Request for Proposals (RFP) for Marketing and Advertising Services to assist the Airport in the development and implementation of a multi-media marketing and advertising campaign strategy and related materials. Airport Director Tony Caruso presented the Airport Committee with the Selection Committee recommendation to retain Sutherland Weston Marketing Communications of Bangor for these services. The Selection Committee requested that the Airport Committee authorize this recommendation for full City Council approval. Airport Committee members asked questions to clarify how the contract would work. This is a professional services agreement similar to what is used when retaining engineering or consulting services. The agency is paid on a per project or hourly rate (set at $150/hour) depending on the type of project. The Agreement cost is included in the overall Marketing/PR budget. We would not spend more than has been budgeted. This is a three-year agreement with the option to renew for an additional year. We will provide additional data on the historical spend for agency fees. Motion made, seconded and approved to forward the Selection Committee’s recommendation to the City Council for final approval. 2. Airport Statistics Marketing Manager Aimee Thibodeau distributed the re-formatted Statistics Reports for January and February. The Reports show current year/prior year comparisons of enplaned/deplaned with a year-over-year change percent. The report also now shows only a five-year monthly history with a five-year monthly average. New charts give a better visual on airline market mix, load factors and fuel sales. Lastly, the “Monthly Highlights” section features key events that impacted the Airport during the month. January 2019 passenger numbers were down from 2018 (an historically high month) but above the five-year average. Nationally, air travel was down due to consumer concerns during the government shutdown. Delta load factors have come back up. February 2019 passenger numbers mirrored January’s trends. Delta load factors up an additional seven percentage points. Military traffic is increasing, especially DOD fuel sales. Director Caruso and key personnel met recently with military planners in St. Louis to educate them on our capabilities, especially our new high-reach deicer truck. Total fuel sales are tracking budget expectations. 3. Executive Session - 1 M.R.S. SEC. 405(6)(C) Property: C & L Aerospace. Meeting Adjourned.
