THAT the zoning boundary lines as established by the Zoning Map of
Me City of Bangor dated September 23, 1974, as amended, be hereby
further amended as follows:
By changing parcels of land located on Broadway (Tax Map No. R-41,
Parcels 3C and 4A) from Commercial 1 Zone to Commercial 2 Zone. Said
parcels containing approximately 113,256 square feet and being more
particularly indicated on the map attached hereto and made a part
hereof.

Action for a zoning change will be initiated with the BasEOr City Council And
referred to the Bangor Planning Board. Statutes require a Public Nearing before the
Planning Board, after s public advertising (at least 10 due prior to such public
hearing), for all changes to the voting ordinense of the City of Bangor. The re-
mmendation of the Planning Board is than returned to the Bangor City Council for
final action.

Your lots designated as BC and 4A on the City Assessor's rural
sheet 41 are both presently zoned Commercial -1 (C-1). I have enclosed
a copy of Article 11 0£ Chapter VIII of The Zoning Ordinance which
indicates the permitted and special exception uses in a C-1 zone.
As indicated on the enclosed City Assessor's sheet 841, two of
the abutting properties to your lots, the properties across Broadway,
and the properties to the Mouth of your lots along Broadway are all
zoned Commercial -2 (C-2). I have enclosed a copy of Article 12 of
Chapter Viii of the City Zoning Ordinance which indicates the per-
mitted and special uses allowable in c-2 zones.
If you feel that the permitted and special exception uses in a
C-1 zone are too restrictive to permit full utilization of your lots,
you may want to submit an application to the City Zoning and Code
BTforcement Office for a zone change. Because of the Commercial -2
zoning of other properties in the adjacent area, the Planning Board
and City Council might favorably consider a zone
change from C-1 to
C-2. I have checked with the staff of the City Planning Office and
they have indicated that they would not recommend against such a
zone change a it would be in conformancewith the City's Land Use
Plan, adjacent uses and zoning in the area. While I am not recom-
mending to you that you should request such a zone change, I might
suggest that your lots quite probably would have a higher value if
they were zoned C-2 instead of C-1.

-Please be advised that the business 'establishment of "Happy.
Weals" located on South Willow Street, has been in operation
-'for about a'year. During theCourseof that time, we have not
experienced any problems with the business or their clientele.
We have had Superior Officers check out the apea from time to
time to see that all was bell and they have never encountered
.any trouble in the area.-
Happy Wheels is located in a vary busy, heavily congested area
of Manchester and they have a. good number Of patrons. I Would
have to credit their fine management for much of the control and
lack Of trouble.

To Whom It Nay Concern:
Please be advised that the 'Happy Wheals" roller skating
rink, located on Wilson Street, has been in operation in this
City for many years.
During the business tenure in the City it has always strived
to run a good establishment, utilized by both youth and adults.
We have never experienced any major problems at this location.
When there are any minor or serious problems they notify us
right away.
In addition they have alwaysemployedpolice officers or
private security when they have anticipated very large crowds..
The present owners, as well as previous owners, have
established rules of conduct both on the skating floor and
off and these rules have been enforced.

Please be advised that the Planning Board at its regularly
scheduled meeting on January 16, 1984, held a public hearing
on the above request_
Afterareful consideration of the nature of the area, and
its proposed use in the Comprehensive Plan the Board voted five.
n favor and none opposed to recommend approval of the above
zone change request.
