State School Consolidation Law requires the City to hold a school budget validation election following the approval of the School Budget by the School Committee and the City Council. In accordance with State law, this election must be held within 30 days of the final Council approval and prior to the beginning of the next fiscal year on July 1st. This order will also set the form of the question as to whether or not the voters wish to continue validating the school budget for the next three years. This question is required by State law. Recommend for passage Consent 03/25/201919-119 CITY OF BANGOR ORDER 03/25/2019 19-119 Supica Directing the City Clerk to Prepare Notice of Election and Ballots - School Budget Validation Election - June 11, 2019 Be it Ordered by the City Council of the City of Bangor that, THAT the City Clerk is hereby directed to prepare the necessary notice of election and ballots for a Municipal Election to be held on June 11, 2019 for the purpose of validating the Fiscal Year 2020 school budget and determine the process for validating the school budget for the next three years; and BE IT FURTHER ORDERED THAT The questions to be submitted to the voters shall be in the following form: Question 1: “Do you favor approving the Bangor School Department budget for the upcoming school year that was adopted at the latest Bangor City Council meeting and that includes locally raised funds that exceed the required local contribution as described in the Essential Programs and Services Funding Act? Yes No A YES vote allows additional funds to be raised for K-12 public education. A NO vote means additional funds cannot be raised for K-12 public education. Question 2: "Do you wish to continue the budget referendum process for the Bangor School Department for an additional three years?" Yes No A YES vote will require the City of Bangor to continue a referendum to validate its annual school budget for the next three years. A NO vote will discontinue the budget validation referendum for the annual school budget for at least three years and provided instead that the annual school budget shall be finally adopted at a meeting of the Bangor City Council.
