1. IT Pipes, Sole Source Renewal
John outlined the IT Pipes memo provided. Currently the City is in the process of classifying and categorizing the
inspections, cleaning, and maintenance of the sewer system per the DEP Consent Decree. The program being
utilized is no longer supported by the manufacturer. The program requires an initial purchase update of $21,500.00,
and $11,000.00 per year under a yearly subscription thereafter. As this is already a program in place, Staff would
like to continue without further expense of purchasing another software program and resources to train on another
alternate program.
Vote: Motion made and seconded, Unanimous.
2. MDOT Municipal Partnership Initiative Projects
Broadway (Route 15) - State to Stillwater Avenue
Stillwater Avenue - Southerly Mall Entrance to Hogan Road
John explained the Municipal Partnership Initiative (MPI) program has existing for around four years and the City
submits MDOT projects to be consider for the 50/50 funding between the City and the State. The project design and
construction are performed in house and typically less expense than sending out for bids. The two projects above
are being considered with Broadway’s estimated to be $950,000 from the general fund and Stillwater mill and fill with
curbing estimated at $800,000 to be funded by Mall TIF funds.
There was continued conversation regarding Bangor Mall are improvements, along with the surrounding corridors.
Motion made by Councilor Trembley and Seconded by Councilor Nealley.
