ORDERED,
THAT the attached report of the City Engineer Showing the
estimated cost for the installation of street lights on Springer
Drive extending approximately 1:200 feet east from Hogan Road be
and hereby is accepted; and be it further
ORDERED,
THAT the City participate in fifty percent of the coat of
said street light installation.
STATEMENT OF FACT:
The City Council previously agreed to participate in fifty
percent of the cost of the roadway and Sanitary Bawer construction.
It appears that the final cost of that construction will be less than
the City Engineer's Estimate, se that the lighting can be added to
the project with no further increase in the appropriation of City
foods.

To the Municipal Officers:
Reference is made to City Council Order No. 85-183 passed
May 13, 1985 authorizing the City to participate in fifty percent
of the coat of the construction of Springer Drive and the extension
of sanitary sewer service to the easterly end of said Springer
Drive. It was previously recommended that the Developer of the
property, Springer Realty, provide for the road and sanitary sewer
construction, and that the City's participation would be limited
to fifty percent of the bid prices received, or to fifty percent
oP the 4'ity Engineer's Estimate, whichever was less. Although
final costs have not yet been determined, it appears,that the
actual costs will be substantially less than the City Engineer's
Estimate.
It has been determined that the Bangor Hydro -Electric Company
will not be installing a pole line electrical system along Springer
Drive, since their service extends into the area from another
direction; consequently, the new roadway will be without sufficient
street lighting to provide for safe travel. For this reason,
Springer Realty has requested that the City agree to participate
in the cost of the installation of a street lightin system
extending east from Rogan Road along said Springer Drive for e
distance of approximately 1,200 Peet.
The proposed system would consist of the installation of one
wood pole and seven used aluminum poles with concrete bases, with
underground conduit, at a total estimated coat of $6,900.00. In
accordance with the City policy on the participation in the con-
struction of industrial and commercial roadways, the City would
pay fifty percent of said installation, or $3,450.00, with the
remainder to be paid by the Developer.
Since it appears that the final costs of the roadway and
sanitary sewer construction will be below the City Engineer's
Estimate as contained in the report attached to City Council Order
No. 85-183, then it appears that the street light installation Can
be accomplished without increasing the City's cost contribution to
the project.
For thin reason, it is recommended that the City proceed to
install the street lights, and that fifty percent of the cost
thereof be withheld from eventual payment of the City's share of
the road and sanitary sewer constructiou, which will be determined
when all of the work has been completed.
Since the roadway construction is nearing completion, it is
recommended that the street light installation begin as soon as
possible.
