ORDERED, THAT WHEREAS, the International Downtown Association (IDA) is seeking cities throughout the Country interested ireceiving tech- nical a r assistance services to help with revitalization of s specific downtownretail areasthrough the establishment of a centralized retail management entity; and WHEREAS, provisions of technical assistance will be targeted to the problems a city encounters when organizing the critical core of downtown retail properties in order to apply suc- cessful shopping mall management techniques; and WHEREAS, downtowns have experienced major problems during the last two decades i maintaining or capturing their share of a regions retail market and this technical assistance program, made possible through funding from the D. S. Department of Housing and Urban Development, is designed to help cities apply centralized retail management techniques which have made suburban shopping malls successful; and WHEREAS, the purpose of this technical assistance is to help those cities which are convinced of the need for a centralized retail management entity in order to more effectively increase retail sales and generate additional jobs and tax revenues; and WHEREAS, actual technical assistance would be provided by embers of the International Downtown Association, the Urban Land Institute, the International Counsel of Shopping Centers, the Building Owners and Managers Association, and the National Maine Street Center of the National Trust for Historic Preservation; and WHEREAS, cities could receive technical assistance, pending evaluation of need, in the areas of market analysis and planning, financial planning and packaging, retail management planning, leasing assistance, organizational development, consensus development, retaileducation, and transit usage incentives; WHEREAS, the final deadline for receipt of the: -applic- ation is November 12, 1985: NOW, THEREFORE, BE IT ORDERED BY THE CITY COUCIL OF THE CITY OF BANGOR THAT the City Manager is hereby authorize to submit an application to the International Downtown Association for tech- nical assistance services to help with the revitalization of the downtown retail area. STATEMENT OF FACT: The International Downtown Association intends to select from a n to ten cities to receive technical a satancee If selected, the City will need to commit a minimum of $5,000-$30,000 in Community Development Block Grant/Urban Development Action Grant Funds and/or private sector funds to be applied toward the project. The commitment of financial and in-kind resources could include cash expended on project implementation and administration and compensation for staff administering the project.
