Gardens, Inc., thrrxgh its President, Carl H. Snow, Jr., bas offered to pay
$2,500 for materials before ifte Agrement is executed, no as not to delay the
desired pipiN installation,
NOW, 1HEREFTWE, By the City Council of the City of BMgor, be it
ORDERED, THAT upon Stillwater Gardens' payment of $2,500 to the City, the City
shall release to Stillwater Gardens, $2,500 of materials which are in the
City's possession, the value of which materials to be determined according to
the Materials List approved by the Finance Osn.iftee on Saptmber 26, 1985.

Final Agreements
Dear Mr. Flynn,
We have committed $5,000 to the City of Bangor and deposited same to City checking
account. We have committed $34,750 to Bangor Water District deposited same and
Banger Water District has built the first phase of water and completed that phase one
'segment, timely and under budget. I am very grateful for Peter Caldwell's help and
support.
Today Villeg cPost and Beam Is applying for a building permit for lot 45 for immediate
erection of an energy .efficient Cape with garage. The concrete is planned for
Thursday a.m. with erection starting next week, completion within forty days.
Currently, Plugs and Day is preparing road mets and hounds for deeding to the City of
Bangor. This denting is; acceptable to Stillwater Gardens, the Bank, and the Banks
General Council. Legal agreements await final descriptions.
The road contract- hes been negotiated with our groundwork contractor and is
scheduled for four phases, the first four (4) lots, the second fifteen (15) lots, and the
third and fourth phase, the remainder.
It is imperative that Thursday a.m. we start phase 1 due to extreme timing
commitments of the general contractor, who k pulling off a lob to accammadatt us in
this first phase, coupled with accommodating MLAGE POST AND BEAM AND THE
CAPE CONSTRUCTWN. Piping materials will be needed for the first four lots
approximately $3500 to $3000 total casts.
It appears the greatest problem is getting legal agreements finalized, not because of
any intentional delays hut, just due to time logistics. At this time the concern i
putting city materials an still private roads. Mr. Miller has written me of his absence
this week and Stillwater Gardens wishes both Mr. Miller and Mr. Linscott to he totally
happy with the pending agreements, but time is MOST CRITICAL. -
My suggestion is that we drawn on the unn sed portion of the $5000 committed to the
City in this first four lob, and finalize agreements upon Mr. Miller's return, coupled
with the finance committee approval.
In the event this does not sound satisfactory to the City for whatever reason, 1 will
bring a personal check to the City for $2500 for materials, so that Mr. Silver and
Village Post and Beam will not be delayed.
Weather has us on a MOST CRITICAL TIME PATH. and all parties are trying to go
forward in good faith. Hopefully a mutual decision can be reached by noon Wednesday
so that Me. Silver can start timely atsix a.m. Thursday. Thank you..:: -
