THAT, Chapter II, Article 11, Sec. 4 through Sec. 4.4 of the Laws
and Ordinances of the City of Bangor be deleted in its entirety,
and replaced by the following:
Seca 4 Economic Development Advisory Commission. There is hereby
authorized and established an Economic Development Advisory
Commission to consist of 18 persons who shall be appointed
by the City Council. Members of the Commission shall be
drawn from professional and occupational fields which serve
to provide expertise and background in offering support
advice and information to the city's economic development
program. These fields would include but would not be limited
to business, professional, industrial, education, vocational
.and labor training, banking and finance, transportation, real
estate, promotional, utilities.
4.1 Purpose and Duties of the Commission. The Commission
sha11 act in
advisory capacity to the City Council
and City Manager o matters relating to the economic
development of the community, and to the region as it
may affect economic development of the community.
It shall serve
and be utilized a resource e group of
public and private members for specialprojects re-
lating to economic development that require initiation
of research; mobilization of volunteers, expertise and
interest from the private sector; and reports of find-
ings to the City Council.
It shall serve as
a base of private citizen support and
advice fordevelopment programa, issues and needs, in-
cluding airport development and growth, c nity de-
velopment projects relating to economic development,
and general economic development, o matters and issues
requiring private sector liaison and assistance.
It shall serve as a catalyst for better coordination of
municipal development, as well as serving as a vehicle
when appropriate for liaison with other communities
and regional and state development resources.
It shall provide advisory assistance in long-range
planning for economic development of the community,
and for marketing approaches and use of the educa-
tional and technical resources that are needed for
economic development.
4.2 Membexshi and Aopofntments. Membership of the Com-
mission shall always include certain fixed repre n-
tations which shall be three members of the Cityse
Council, the City Manager, a representative of a
institution of higher education, and one represen-
tative from each of the boards of directors of the
following organizations, the Target Development
Corporation, the Bangor Center Development Corporation
and the Bass Park Corporation. These fixed represen-
tatives shall be appointed annually. The other ten
embers of the Commission shall be appointed for terms
of three years each except that in the first year,
staggered terms shall be set consisting of four members
for one year year each, three for two years each and
three for three years each. All members shall serve
until their successors are appointed.
4.3 Ex -Officio Members. Ex -officio members of the Com-
mission shall be appointed by the City Council with
o fixed terms except that membership may be changed
r deleted by the City Council from time to time where
circumstances deem it necessary. Ex -officio members
shall be non-voting members, and shall participate in
meetings and discussions of the Commission relating
only to thein program fields and organizational re -
presentation. The role of the ex -officio membersis
to provide information to the Commission relative to
their positions for purposes of assisting in the com-
munication of information and coordination of local or
regional programa. Ex -officio members shall he the
Bangor Economic Development Director, the Bangor
Director of Planning and Community Development, the
Bangor Airport Manager, the Bangor Airport Director
of Sales and Marketing, the Bangor City Engineer, the
Bangor Superintendent of Schools, the Executive Dir-
ector of the Bass Park Corporation, the Executive Vice
President of the Greater Bangor Chamber of Commerce,
the Executive Director of the Bangor Center Development
Corporation, the Executive Marketing Director of the
Action Committee of Fifty, the Executive Director of
the Training and Development Corporation and the
Executive President of the Eastern Maine Development
Corporation.
4.4 Executive Services. The Bangor Director of Economic
Development shall serve as executive director to the
Commission and shall be responsible for providing
managerial and clerical services
ces including preparation
of agendas, notices, meetingminutes and Commission
reports; municipal and regional administrative liaison;
information, recommendations and guidance relating to
economic development programa and matters.
4.5 Organization and Meetings. The Commission shall or-
ganize itself to carry out its functions including
the election of a chairman and other officers it deems
necessary. It shall conduct its meetings in accepted
orderact on a prepared agenda of business and pro-
tects generated within the Commission and that may be
requested by the City Council, City Manager and Econo-
mic Development Director. It shall appoint from its
members and others it deems necessary project sub
committees from time to time. It shall set meetings
which shall be held no leas than quarterly for the
full commission. It shall keep a record of its meet-
ings and prepare reports as necessary, including a
annual report of its activitiesfor submission to the
City Council.
4.6 Compensation and Contxae
cta. The Commission's members
shall -b voluntary and s without compensation.
The Commission shall-notexpend funds or contract as
an agent for the city for any purchases of goods or
services without the expressed written request and
authority of the Bangor City Council.
(STATEMENT OF FACT: The new Ordinance creating the Bangor Economic
Development Advisory Commission replaces the previous Bangor Econo-
mic Development Advisory Committee. The new ordinance basically
follows the recommendations of the ad-hoc Bangor Comprehensive
Development Commission, revised to fit ordinance format)
