THAT the zoning boundary lines as established by the Zoning Map
of the City of Bangor dated September 23, 1974, as amended, be
iereby further amended as follows:
By changing a parcel of land located at 157 Park Street (Tax Map
No, 41, Parcel No. 121) from Residential 5 Zone to Civic and Institu-
tional Zone, Said parcel containing approximately 25,000 sq. ft.
and being more particularly indicated on the map attached hereto and
made a part hereof.
PROVIDED, HOWEVER, THAT, in addition to the mandatory conditions
imposed by Chapter VIII, Article 21, Section 11.3, Ordinances of the
City of Bangor, said change of zone is granted subject to the following
conditions:
1. The use and/or operation of the subject premises shall be
subject to the following limitations and/or restrictions:
a. The C fi I use of this parcel shall be Limited to a
private non-profit organization which provides treatment,
rehabilitation and temporary housing for people afflicted
with chemical dependency.
b. There shall be, erected and m intained and the rear
and sides of the grounds used, a cedar fence (or similar
barrier ofnaturaltaterial) of not less than 8' to screen
adjacent parcels. Access by vehicle and by pedestrians
shall only be from the Park Street side of the parcel..
c. There shall be an inside waiting area maintained at the
Park Street entrance to the building.
d. Any outdoor activities for clients shall not be conducted
on the Park Street side of the building and shall be
conducted inside the screened areas of the property.
e. Site plan approval must be obtained for the use from
the Planning Board.

BE IT FURTHER ORDAINED BY THE CITY COUNCIL OF. THE CITY OF, BANGOR THAT
This Ordinance amendment shall became effective upon the recordation
of an executed copy of the aforemeptyoned agreement in the Penobscot
County Registry of Deeds or at such time as the samebecomes effective
pursuant to the provisions of the City Charter of the City of Bangor,
whichever is laxer. -

CONTRACT ZONING CONDITIONS
Hope House, Inc. requests, that in consideration of the
rezoning of this property at 157 Park Street and in addition to
the mandatory conditions imposed by Article 21, 5 11.3 of the
Zoning Ordinance, the following conditions and restrictions be
imposed upon this specific area to be rezoned:

shall only be from the Park Street aide of the parcel.

conducted on the Park Street side of the building and shall

SUBJECT: Amending Zoning Ordinance
Contract Zone Change - 157 Park Street
Council Ordinance No. 85-352
Please be advised that the Planning Board at its regular meeting
n October 21, 1985, held a public hearing on the above contract zone
change request.
After considerable deliberation on the nature of the area, its
proposed use in the City's Comprehensive Plpn, and the nature of the
use s defined by the proposed conditions in the contract zone change
application, the Planning Board voted four in favor and one opposed
to recommend denial of the above zone change request.
