District Advisory Board By I& Ciry CowsoU ofdw CN of Banyon' ORDERED, - - - THAT WHEREAS, 30 M.R.S.A. SS 4861 at seq. authorizes theestablishment of a development district to provide new employment opportunities, to improve and broaden the tax base, and to improve the general economy of the municipality; and WHEREAS, said statute authorizes municipalities to develop a program for improving a district of the municipality; and WHEREAS, a number of downtown property owners and/or their representatives have expressed a desire to formas development district in the downtown area of the City of Bangor; and WHEREAS, 30 M.R.S.A. 5 4870 authorizes the creation of an advisory board to advise the governing body on the planning, construction, and Implementation of the development program and the maintenance and operation of the development district; - r NOW THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT: 1. There is hereby established a Municipal Development District Advisory Board. 2. The Advisory Board shall be appointed by the City Council and shall consist of nine (9) members, the majority of whom shall be ow ers or occupants of real Property located in the Bangor Center Revitalization Area established by Chapter X1V of the Laws and Ordinances of the City of Bangor, as the same may be ended from time to time. In addition, at least one member of the Advisory Board shall also be a member of the Bangor Center Development Corporation. 3. Three members of the Advisory Board shall be initially appointed to serve terms of three (3) years; three members shall initially be appointed to serve terms of two (2) years; and the remaining three members shall beappointed to serve terms of one (1). year. All r.%pppytme4y6. thereafter made shall be for a term of three (3) years, except in those instances in which Page 2 the appointment is made to fill a vacancy for an unexpired term, in which case the appointment shall be for the remainder of the unexpired term. 4. The Advisory Board shall elect annually a Chairman, Vice -Chairman, and `3ecretary from among its own . membership. 5.
