MSOLVED,
WHEREAS, the Clean Water Act, as amended, requires that all munici-
palities provide secondary wastewater treatment by July 1, 1988; and
WHEREAS, the EnvironmentalProtectionAgency, pursuant to 5 309 of
said Act, has issued a Findings of Violation 6 Order for Compliance
which directs the City of Bangor to upgrade its existing primary
treatment plant to provide secondary treatment by said deadline; and
WHEREAS, it has been determined that the cost of.said upgrading
will amount to $1.8 million dollars, andwillincrease the total
annual cost to the City by $3.4 million dollars per year; and
WHEREAS, the Penobscot River Study, prepared by the Environmental
Study Center at the University of Maine in 1972 has determined
that secondary treatment of the City of 'Bangor's sewage will provide
no measurable improvement in the water quality of the Penobscot
River,
NOW, THEREFORE, By the City Council of the City of Bangor:
RESOLVED,
THAT the City Council express its opposition tothe current provisions
of the Clean Water Act which will require the wasteful expenditure
of Federal, State and local funds, and be it further
RESOLVED,
THAT the City Manager be directed to take whatever action i
necessary to bring this matter to the attention of the Maine
Congressional Delegation for the purpose of either seeking a
waiver or amending the current law..
