Road on the north side of Interstate Highway I-951 and the extension of the sanitary sewer be and hereby is accepted; and be it further ORDHRHD, THAT the City participate id the coat of said road and sewer construction upon completion of said construction to acceptable standards as recommended in said report; and be it further ORDERRDI THAT the sum of Fifty one Thousand Nine Hundred Twenty-five Dollars ($53,925.00) be transferred from the Reserve for Future. Construction - General Fond to cover the City's estimated share of the roadway. construction, and that the sum of Eleven Thousand Five Hundred Fifty. No "ht.'.... fr m htgan intros c ed by coon ]man` CITY CP BANGOR, MAIM Engineering Department May 9, 1985 To the Municipal Officers: Reference is made to City Council Order No. 85-70 passed December 26, 1984, directing the City Engineer to do a study to determine the coat of constructing a road extending in an easterly direction from Bogen Road, north of Interstate Highway 1-95, in conformance with the Springer Realty Subdivision previously approved by the Planning Board, together with an extension of the sanitary sewer to serve said Subdivision. plane and Cost Estimates have been completed, which would provide for the following: Road The roadway would have a length of approximately 1,200 feet and would have a paved width of 40 feet for approximately 400 feet east from Rogan Road, from which point it would have a 32 foot wide paved width and an 8 foot wide gravel shoulder an the southerly side. An asphalt island with granite curbing would be provided at the intersection of said road with Rogan Road, with a northbound on-ramp connection to the new road from Hogan Road. The roadway would consist of a 3 inch bituminous concrete surface on a 6 inch select gravel base and a 15 inch send and gravel subbase. Surface drainage would be provided by 5 catch basins and the equivalent of 12 inch pipe outlets to the Interstate side of the road; however, larger pipes will be need to drain additional water from the adjacent development. .The City's participation in the cost of the storm drain pipes will be limited to what would be required to serve the roadway. All graded areas not paved will receive 4 inches of loam and seed. The total estimated cost of the road and atom sewer system is $103,850.00. Of this amount, the City would pay fifty percent, or $51,925.00, in accordance .with.the provisions of Chapter %II, Article 12, Section 1.6.2 of the Laws and Ordinances of the City of Bangor. Sanitary Sewer The sanitary sewer extension will include the installation of 875 feet of 8 inch pipe and 3 manholes, extending in an east- erti direction from the existing sewer an Bogen Road. The total estimated cost of the sanitary sewer is $23,100.00, and in accord- ance with the Laws and Ordinances, the City would pay fifty per- cent, or $11,550.00. -1- Procedure for Construction and Method of Payment It has been the usual procedure for the City to construct similar roadways by using the Public Works Department or by competitive bidding by private contractors, and to assess one- half of the cost against the properties benefitted. In this instance, however, the road and sewer construction represents a small part of a much greater site development, being the proposed Shaw's Supermarket complex. 'Whereas the total esti- mated cost of the road and sewer is $126,950.001 the total Bite development work is estimated to be in excess of 8800,000.00. In addition, both the road and sewer construction are us Integra part of the overall construction, since the sewer will be locate under the Shaw's parking area, and the mad will be constructed between the parking area and a stormwater detention pond, requir the common use of borrow material for both projects. Because of the high degree of coordination required and because of the larg to be let by Shaw's, subject to the following conditions: 1. The City Engineer would review the contract documents, including the Plans and Specifications for the proposed road end sewer construction, and would be given the authority by Shaw's to supervise and direct the construction of the road and sanitary sewer. 2. Shaw's would agree to solicit competitive bidding from at least three local contractors to insure that the best prices possible ere obtained, and would arrange for separate bid items for the road and sewer portions of the work. 3. The City's participation in the cost would be limited to fifty percent of the above-mentioned Cost Estimate, or fifty per- cent of the total low bid received for the road and sewer, which- ever is less. 4. Upon satisfactory completion of construction, Shaw's would dedicate the road and sewer to the City of Bangor, and the City of Bangor would pay fifty percent of the cost as described above. It is the City B4gineer's opinion that the bids received for the entire project will be substantially less than those that would be received if the road and sewer were constructed separately, since lower unit prices are normally obtained for larger quantities of work, and because the problems of attempting to coordinate the work of two different contractors within the same work area would be eliminated. For this reason, it is recom- mended that the City participate in the cast as described above. Plans showing the proposed construction are on file in the Office of the City Engineer.
