THAT the attached report of the City Engineer showing the estimated cost and recommended assessments for the extension of the sanitary sewer along Stillwater Avenue to Kittredge Road be and hereby is accepted; and be it further ORDERED, THAT said sewer construction begin as soon as possible after receipt of payment of the estimated assessment in the amount of $3,355.00 from the original petitioner, B E V Inc.; and be it further ORDERED, MT the sum of Tweaty-nine Thousand Dollars ($29,000.00) be transferred from the Reserve for Future Construction - Sewer Fund to cover the balance of the initial construction cost, with the remaining assessments to be levied or deferred, as described in the City Engineer's report. The total estimated cost of the sewer installation is $32,210.00. Of this amount, the Oity would pay fifty percent, and the remaining $161105.00 would be tats =stance, the sewer would be located along the northerly edge of the road, and would provide no benefit to most of the property on the southerly side of Stillwater Avenue, said property being considerably lower than the road. COST / BENEFIT ANALYSIS The sewer extension has been petitioned for b9 B E V Inc.,. a local developer who has an option on the property at the inter- section of Kittredge Road and Stillwater Avenue owned by Parolee Daisy Farms. The purpose of the sewer extension is to serve a one hundred unit motel; a two story 10,000 square foot office complex, including a branch book; a retail paint and decorating store having a floor area of 510DD square feet; and a restaurant having a floor area of approximately 5,000 square feet. The total estimated cost of the initial development is in excess of $3.5 million, which will generate approximately $80,000.00 in taxes. It is also expected that additional development will follow the initial project. Cousequentl9, the annual taxes generated will equal almost five times thhe City's investment in the sewer extension. It is recommended that the sewer be constructed as soon as Issible, pending receipt of the estimated assessment from B E V Inc. in the amount of $3058.00. It is further recommended that the remaining assessments either be levied upon completion of the construction and submission of a final report to the City Council, or that they be deferred until entry into the sewer is requested, but not longer than three years, with ten percent simple interest to be charged annually for each year of deferral.
