To the Municipal Officers:
Reference is made to City Council Order No. 84-297 passed
August 13, 1984, authorizing the construction of Bellevue Avenue
to acceptable standards for a distance of approximately 500 feet
north from Garland Street, as requested by a petition from the
abutting property owners. All work has been completed, as follows:
The existing roadway had insufficient gravel base and ali-
ment, thereby requiring complete excavation and replacement. The
new roadway was constructed to a width of 20 feet for a total length
of 479 feet, which a T-shaped turnaround at the northerly end. An
existing roadway culvert was removed, as well as two existing driveway
culverts,. since they were in very poor condition, and were not
effectively handling the surface drainage. Two new catch basins
were installed, one at the corner of Garland Street, and one approxi-
mately 300 feet north from Garland Street. In addition, the new
roadway was graded so as to better channel the flow of surface water
to the catch basins. The naw roadway consists of a 12 inch gravel
subbase, with a 3 inch select gravel base and a 3 inch bituminous
concrete surface. Driveway aprons were regraded to meet the new
road grade, and were provided with a 6 inch gravel base and a 2
inch bituminous concrete surface. All adjacent areas disturbed
by the construction and regrading were provided with 4 inches of
loam and seed.
The total actual cost of the roadway construction was $16,102.52,
which compared favorably with the original estimate of $22,660.00.
Chapter VI, Article 4, Section 2.4 of the Laws and Ordinances of the
City of Bangor permits the assessment of one-third of the cost of
the construction of existing unaccepted streets; therefore, the
City's share of the roadway construction would be $10,735.02, and
the amount to be assessed against the abutting property owners
75 Bellevue Avenue. It is felt that they benefit equally, so that
their individual assessments would be $1,341.88.
An 8 inch sanitary sewer was also installed, to replace an
existing private sewer serving the Schiro property, which was
reportably in questionable condition, and was not large enough
for conversion to a public sewer; also, Dr. Aloupis requested
sanitary sewer service to serve his property. The new City sewer
consisted of 416 feet of 8 inch PVC pipe and one manhole, connected
to the street end of the existing service from the Schiro property.

In addition, a 4 inch lateral wan installed to the property line
of Dr. Aloupis.
The total actualooat of the sewer installation, including a
4 inch service line to the Aloupis property, was $11,916.42, which
compared favorably with the original estimate of $12,900.00. The
4 inch lateral to the Aloupis property line cost $450.00. in
accordance with State Statutes, fifty percent of the cost of sanitary
sewers may be assessed against the properties benefitted, so that
the City's share, excluding the 4 inch lateral, would be $5,733.21.
The remaining fifty percent was assessed equally against the proper-
ties of Schiro and Aloupis, since the other properties received no
benefit, being already connected to the Garland Street sewer. The
total cost of the 4 inch lateral to the Aloupia property line would
be assessed to Alcupia.
Accordingly, total actual coats and recommended assessments
are as follows:
