MEETING MINUTES
BED Members Present: Graham,Schaefer, Nealley
Non-BED members: Nichols, Sprague
Any non-BED members deputized to serve as committee members for this
meeting: Sprague
City Staff Present:Emery, King, Lundy, Collins, Heitmann
Chair Graham called the meeting to order at 5:18P.M.
CONSENT AGENDA
1.Proposed Amendment to the Land Development Code to Define “Self-
Storage Facility”
Member Spraguemoved Consent Agenda item, seconded by Member Nealley .
Vote unless doubted, no doubt.
REGULAR AGENDA
2.Summer Events Downtown
Betsy Lundy provided an overview. DBP wanted to proposesome new events with
priority to drive people to the businessesdowntown. Brainstorming session with
20business, these 3 ideas would require some logistics and work with the City.
Member Sprague and Nichols are excited about all three ideas. Member Schaefer
asked if the art walkbrings people to the businesses now. Member Nealley
provided a “thumbs up” for all, noted that the ideas were refreshing. Member
Graham stated that Cool Sounds had broad community support and wants to see
if reignited. The slide, conflict with church service. Art walk, talk to the other
outside organizations. Member Graham wants to look at events in other parts of
the City.
Public comment from Phyllis Havens of the Unitarian Universalist Church states
that it’s a great idea, but not on Sunday morning. Sue McKay of the Unitarian
Universalist Church said that the last Saturday of each month is the bean supper,
thth
the 4and 5Saturdays. Dominick Rizzo thinks that it’s a great idea, but has a
concern about the cost.
3.Proposed Changes to CO 15-035, Outdoor Seating on Sidewalks and Public
Property
Jennifer King provided overview. Member Nealley stated that it’ll increase half as
fast, graduate the fees overtime. Member Schaefer agrees. 2-3 year plan.
Warnings –verbaland written then revoke. Member Sprague said to graduate the
fees, and asked if we could do a fine for those that do not comply.
4.ORDINANCE,Amending Chapter 165, Land Development Code, Section
165-13, by Amending the Definition of Congregate Housing
Member Sprague moved ordinance amendment, seconded by Member Schaefer.
Vote unless doubted, no doubt.
Member Sprague moved into Executive Session at 6:05 p.m., seconded by
Member Schaefer.
5.Executive Session–Economic Development –Downtown Development
–29 Franklin Street-1 M.R.S.A. § 405(6)(C)
Member Nealley moved out of Executive Session at 6:24 p.m., seconded by
Member Schaefer.
