Several Industrial and Commercial Zoning Districts.
Summary
This Ordinance would amend the Land Development Code to add "Makerspaces" to permitted uses. "Makerspaces" are
small, membership -based workspaces that provide workshop area and equipment for small-scale production, typically in
high tech production (3-D printing, laser cutting), or specialized trades (fine carpentry, metalwork, ceramics, etc).
Members pay a monthly fee for access to the workspace, on-site storage, and common -use equipment. The advantages
to this model are many, but primarily that costs for this space and equipment would be prohibitively expensive for a
hobbyist or cottage business. There is also the benefit of collaboration with others, similar to what can be found at
traditional co -working spaces.
In recent months, a group of residents has been in discussion with staff, interested in the idea of creating a makerspace
in Bangor. The Land Development Code currently does not include a provision for this type of use. This ordinance
change adds a definition for makerspace, specifying it as both a service and manufacturing use, and setting prohibitions
on the impacts a makerspace may produce (noise, smoke, odor, outdoor storage, etc.)
As proposed, a makerspace will be allowed in all districts that allow either service or manufacturing uses. These are:
Urban Industry District (UID), Industry & Service District (I&S), Urban Service District (USD), Shopping & Personal Service
District (S&PS), General Commercial & Service District (GC&S), Neighborhood Service District (NSD), Waterfront
Development District (WDD), and Downtown Development District (DDD).

ORDINANCE, Amending Chapter 165, Land Development Code, to Define Makerspace and Add it as a
Permitted Use in Several Industrial and Commercial Zoning Districts.
WHEREAS, a "makerspace" is a membership -based facility that offers members access to common use
production space and equipment; and
WHEREAS, these facilities are being developed in cities throughout the country, and
WHEREAS, a group of individuals has approached City Staff about developing a makerspace in Bangor; and
WHEREAS, the character of these facilities differ greatly from traditional industrial uses, in terms of impacts
to neighboring properties, hours of operation, and intensity of use; and
WHEREAS, there is no suitably similar use currently in the Land Development Ordinance; and
WHEREAS, staff proposes to allow this use in any zone that allows for service business or manufacturing use,
with prohibitions on noise, odor, smoke, and other impacts to neighboring properties.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
§ 165-13 Definitions.
MAKERSPACE
A membership -based facility containing common -use workspaces and/or equipment available for use in
the design and/or fabrication of products. Makerspaces may not have outdoor storage and may not
produce vibration, smoke, dust, odors, or noises above 65clB detectable at the property line. A
makerspace may be considered either a service business or a manufacturing use.
RETAIL OR SERVICE BUSINESS
Any business or establishment engaged in the sale of goods or services to the general public, including
eating and drinking establishments. A service business shall include makerspaces and any establishment
engaged in the fields of finance, insurance or real estate and any establishment providing professional,
personal or business services or nonvehicular repair services. A service business does not include a
chemical dependency treatment facility, clinic, a gasoline service station or motor garage, a hotel, motel,
rooming house, boardinghouse or tourist home or a manufacturing use.

Please be advised that the Planning Board at its meeting on February 19, 2019 held a
Public Hearing on the above zone change request.
Chairman Kenneth Huhn asked the applicant or their representative to make a brief
presentation of the request.
Planning Staff Sean Gambrel provided background on the proposed change, describing
the concept and characteristics of a Makerspace, and noting that a group of individuals in the
Bangor area have approached the city about creating such a use. The zoning ordinance currently
does not include a use that effectively includes the makerspace model. The proposed ordinance
change would define the use, and include it in the definition of a retail or service business, allowing
it to be located in most commercial and all industrial districts.
Member Shaw asked how this use differed from a co -work space such as CoVort. Mr.
Gambrel replied that makerspaces are often more oriented toward physical production and
fabrication, and the shared use of manufacturing equipment that is not likely found in a typical co -
working office environment.
Member Meagher asked if there needed to be any specific development standards for this
use in terms of safety or other concerns. Mr. Gambrel explained that because of the variability in
the makerspace model, Code Enforcement would need to evaluate each specific circumstance
against the life safety and other codes, however, the Planning Board's role is to determine the
land use impacts of the proposal and how the proposed use would fit or not fit into its
surroundings, and to leave the building code aspects to the Code Enforcement staff.
Chair Huhn asked for proponents or opponents to the text amendment. There were none.
Mr. Gambrel stated that the Board should weigh the potential impacts of the ordinance
change and make a recommendation to the City Council.
Member Kenney made a motion that the Planning Board recommend the City Council
adopt the ordinance change regarding Makerspaces contained in Council Order 19-093. Member
Durgin Seconded the motion. The Board voted unanimously to recommend the proposed
ordinance change be adopted by the City Council.
