Title, Order
Authorizing the Execution of a Memorandum of Understanding between the City of Bangor, the Maine
Department of Health and Human Services, Center for Disease Control and Prevention, for the use of Bangor
Parks & Recreation Building and/or the Cross Insurance Center to serve as a Point of Dispensing (PODs).
This order will authorize a Memorandum of Understanding (MOU) between the City of Bangor and
the Maine Department of Health and Human Services, Center for Disease Control and Prevention to
make available space for dispensing pharmaceuticals, medical supplies and all other necessary
medial interventions in case of a public health emergency. If approved, this MOU authorizes the
use of Bangor Parks & Recreation Building and/or the Cross Insurance Center as Points Of
Dispensing for pharmaceuticals, medical supplies and all other necessary medical interventions in the
event of a public health emergency.

Authorizing the Execution of a Memorandum of Understanding between the City of Bangor, the Maine
Department of Health and Human Services, Center for Disease Control and Prevention, for the use of Bangor
Parks & Recreation Building and/or the Cross Insurance Center to serve as a Point of Dispensing (PODs).
Whereas, medical preparedness is necessary to quickly respond to severe incidents, and
Whereas, the Center for Disease Control is actively developing a framework for Points Of Dispensing during
severe public health emergency, and
Whereas, these locations have been identified as Points Of Dispensing for distributing pharmaceuticals and
medical supplies.
Be it Ordered by the City Council of the City of Bangor that, the City Manager be authorized to execute a
Memorandum of Understanding with the Maine Department of Health and Human Services and the Maine
Center for Disease Control.
