Report to the Bangor City Council from the Municipal Development
District Advisory Board (MDDAB) on the formation of a Development
District for a Bangor Center Management Program.
October 24, 1986
The charge of,the MDDAB is to advise the City Council on matters
pertaining to the establishment of a development district for the
Bangor Center Revitalization Area or any portion thereof to plan a
development program and to maintain the program after implementa-
tion.
After discussion of the types of programs and related takes to
which this charge could be applied and after reviewing consultant
studies pertaining to Bangor, management programs in other cities,
and the work of local committees over the past eight years in
Bangor, the MDDAB has determined that anagement program for the
Bangor Center is the most critical need Iin the revitalization
process and that the tax assessment method is the most effective,
fair (and indeed the only) way to implement such a program.
Further, the MDDAB decided that other complementary districts could
be addressed after disposition of the recommendations made pertain-
ing to the management program.
Therefore, we recommend the following:
That the City of Bangor set up a tax assessment district
coinciding with the Bangor Center Revitalization Area for the
Purpose of establishing a Bangor Center Management Program,
That this program be administered by a new corporation, the
Bangor Center Management Corp., with a board of directors composed
of people associated with the program area as described in the
attached document;
That the attached Goals a Objectives, Budget and Job Description
be adopted and that the new corporation board and.. the manager set
the priorities for implementation of the management program; and
That the Bangor City Council have association and communication
with the management program through the two ex -officio board members
from the City Staff and MDDAB, through reports from the MDDAB to the
council as required by the Council, and by annual review of the
program and recommendations for the coming year subsequent to a vote
by the Council On whether or not the program continue for another
year.
We request consideration of those recommendations in two
phases. First we request that the City Council allow for the
Preparation of material for public notice, for publication of public
notice, and for public hearing as described in Title 30 M.R.S.A.
section 4865 subsection 3. We respectfully request that the public
hearing be held after the new City Council is seated and on or
before December 10, 1986 to allow those people affected by the
program the opportunity to participate in the public hearing. We.
feel this time frame is important due to the nature of the business
of many affected people and due also to the subsequent holiday
seasons.
Secondly, we request that, if after public hearing, the Council
finds merit in and sufficient support for the management program,
the City Council pass an Order to allow the implementation of the
program for one year. Further, we request the passage of a Council
Resolution showing commitment to the program for at least three
years as an indication that it will take some time for program
start-up and actual results.
