ORDERED, THAT whereas there has been shown to be a demonstrated need to increase the number of holes at the Beeper Municipal Colf Course from 18 to 275 and Wbereas the revenues generated by the golf players is sufficient to fund such expansion; Now therefore be it Ordered, that the City Manager is hereby authorized to contract with a golf course architect for final design of a 9 -hole expansion, and be it further Ordered, that an mount not to exceed $650,000 be included in the 1987 bond issue and that the $27,990.59 presently in the Golf Course Reserve with an additional sooner of $57,009.41 from the Reserve for future Construction - General (92-2235) be used to proceed imediately with the necessary land acquisitions. Statement of fact: The above action will allow the process for expansion to get started early enough for a proposed 1987 completion. I am happy to hear that you and your neighbors are satisfied with the alignment of the 7th hale as we have staked it in the field, and a shown on the marked -up plan which we displayed at our meeting last week. I think that v other alternatle would bee n fortheCity to grant "conservation ease- ments" to the abutting property o which would allow them to clean up any deadwood. but would restrict the cutting of any living trees or other u of the property. will discuss this matter with the Community Development Committee in the pear future. City Engiveer April 13P987 74: �i r We, residents of Silver Road in Bangor would like to express our appreciation to Mr. Sohn Frawley, Mr. Austin Kelly and the City Council Members who in the past few weeks have listened to and taken into consideration our concerns regarding the Bangor Municipal Golf Course Expansion. On Sunday, April 12th we held a neighborhood meeting to discuss our concerns and agree upon what we would like to see happen with the expansion. We unanimously agreed on the following issuest 1) We are pleased with the proposed layout we saw at the community development meeting on Tuesday, April .7th This plan deleted the water hazard that posed to be a threat to the many children of our neighborhood. It also allowed for a larger "buffer zone" between our properties and the fairway thus retaining our privacy. 2) In regard to this buffer zone" we would each like to help in maintaing and beautifying the growth behind our properties so it does not become -an "eye sore" in years to come. In return, we would like some assurance in writing that the city would not further develop this "buffer zone" n the future, therefore letting it remain a "natural area." If necessary, some residents would be interested in purchasing this property, not to develop but just to maintain. j) We do not want to see our neighborhood fenced in. A 600 foot chain link fence would be an expensive project. we would rather see this money be used to plant large evergreen trees along the interstate and around the green to serve as a sight, wind and sound barrier. At this time we have small alders and birches in these areas that are to be removed to make way for the green. If these were replaced by evergreens we would retain some of the protection that we now have from the runway and interstate noise. Also, evergreens would provide a year 'round visual screen for the interstate and a wind barrier for the strong winds that blow across the runway. I£ these trees were planted before construction on the golf course was completed that would prevent disturbing the carefully manicured fairway. with heavy equipment and gaining access to the green through the interstate. We feel it is necessary to consider these trees when planning the budget and accepting bids for _ construction. Again, we would like in Writing an expression of good intentions for taking these trees into consideration when planning the budget, the areas that planting will be done and a time frame as to when planting would commence. At the present time we realize it we be difficult to estimate the cost, size and time it would take to complete this project. We are only asking for a pledge that every effort will be made to see this through. We believe Silver Road is one of the most desirable neighborhoods in Bangor and chose to reside here for that reason. By taking an active role in the golf course expansion we hope to maintain the desirability of this area.
