Portland, ME 04112, notified of placardfng of structure.

notified of placarding of stnstare.
12/2/81 Bond River Oil Cmpeny, c/o Elizabeth Baits, notifier] of placarding of
structure.
12/8/81 Mr. Norton, attorney for W. Snits, files appeal to the Building Board
of Afpesls. (No record of aapeal ever being heard by Building Board).
6/12/82 Mr. Scimartz in notified Uat because of continuing cmplaints
pertaining to the condition of 58 Cedar Street, an inspection will be
done to determine if the structure should be brought before the Council
for condemnation. Mr. Schwartz is asked to call office to set up
afacint,rent.
6/18/82 Albert Smtith, CEJ, requests that Robert Miller check for change of
ownership. -
6/23/82 City Attorney advises that Mr. Peter Schwartz is in sole possession
of the property again and all correspondence regarding the property
shonld be sent to him.
6/25/82 Mr. Schwartz is asked, again, for Permission to inspect 58 Cedar Street
under the Building Cade, Life Safety Cade, Property Maintenance Code
and all other relevant codes.
6/30/82 Code En£orcenet Office is advised by Mr. ScIu artz Leat he intends to
sell the property to Mr. Ward of S & W Associates.
8/18/82 Structure is inspected by Captain Beall, slim Ring and William Allen of
the City of Bangor. Inspection reports in file - 58 Cedar Street.
1/17/83 Mr. Schwartz nailed copies of inspection report from 8/82.
3/7/83 Loorerd Bath and Bud Grant visit 58 Cedar Street at request of CW.
They report structure is open but no one is living Lnere.
3/16/83 Derek TI nos takes out building permit to 'hake alterations to bring
Property up to Property Maintenance Code, and all other City Codes.

10/17/85- Bemolition work stopped after mansard reef and second floor partially

4/24/86 Field Correction Order sent to Mrs. Thames, by certified mail, ordering
removal of reef trusses.
6/1/83
Albert Smith, CW, writes Derek Thanas that Leonard Suntith, Building
Inspector has not heard from Mr. ahmms regarding the p009ress of
his renovations. Failure to respond to the letter was to result in
the permit being declared void (permit was widen).

Dorian, Amer Of the We located at 58 Cedar Street is not living in

7/19/84
Captain Cook, Barger Fire Depaznrent, sad met Wellington, Sehitarien,
report that renovation work is underway at 58 Cedar Street. Workmen
on the site state Mr. Thomas intends to install 8 units. TFre only
active permit at this time was to install a new electrical entrance.
By the and of the day all of the Mescrite siding had been remved.

Structure substantially damaged by fire of suspicious origin.
9/20/85
Assistant Chief Dinsmore, Bangor Fire Department, raryests that Code
Enforcement Office take steps m secure the building following the
fire.

Patsy Tlnmas ordered by ahmas Sell, CW, W secute huilding in sock
a rammer so as to exclude children and vagrants. mailed instructiems
for boarding up the structure were included.
9/23/85
Building otserved by Can Wallington to have been minimally secured.
10/17/85
Demolition work ompmed. No permit on file. Letter sent to Mrs
Thanes ordering her to obtain a permit to demolish. (Work stopped
after the mansard roof and most of the second floor ware removed).
Certified letter seat to Pts. Thos regarding demolition without a
permit. File doesn't indicate any response from Owner.

Subject: Engineer's Inspection - 58 Cedar Street
On Tuesday, June 3, 1986 at 9:00 A.M., Bill Allen of Code
Enforcement and I visited the structure at 58 Cedar Street to
determine the conditions of the structure.
The building has been severely damaged by fire and weather.
The entire roof of the structure is missing. The second level
floor has been exposed to weather and is in poor condition with
strip flooring buckled and water ponded in low areas where the
floor has sagged. The partial remains of the second level exterior
walls are charred because of fire. Three chimneys were observed
to be of single layer brick (no flue lining) with plastered
exterior. The bricks were loose in several areas, the mortar
was soft and crumbly, and the plaster was flaking off in several
places. Also, the tops of the chimneys were missing, one chimney
being cut off at the second floor level. Two stairways were noted
to have both fire and weather damage. The main level of the building
showed evidence of extensive smoke and water damage, with buckled
strip flooring, soot covered surfaces, broken plaster, and wallboard
covered with mildew. Windows were missing, broken, and boarded up.
The cellar stairs were shaky and unstable. The cellar was extremely
damp with moisture dripping from most surfaces. The foundation was
of stone, masonry block, and granite. There were many cracks at
joints, indicating probable movement of the foundation. The
exterior of the building was finished with clapboards. All
exterior surfaces were covered with cracked, blistered, and
shipped paint. One wall had asbestos shingles. - An exterior
cellarway entrance appeared to be in poor condition, with loose
blocks and no permanent cover.
Also noted during the visit were several prefabricated wood
roof trusses, some in the driveway and some on the second floor.
These roof trusses are not properly stored. I would recommend
that your office not allow their use unless their structural
integrity can be ascertained and verified by a competent truss
engineer, since improper storage of trusses can overstress the
metal plates that join the truss members together.
I would also recommend that your office not allow the building
to be reconstructed. The fire, water, and weather damage is so
extensive that the structural integrity is questionable. The
foundation cracks indicate distress in the substructure. The
chimneys are inadequate from a safety point of view.

In conclusion, the structure should be considered a safety
hazard due to the damage by fire, water, and weather. There can
be no guarantee that this safety hazard can be eliminated by
salvage and reconstruction of the existing building. Therefore,
reconstruction is not advised.
