Murphy, Staff Engineer Subject: Engineer's Inspection - 58 Cedar Street On Tuesday, June 3, 1986 at 9:00 A.M., Bill Allen of Code Enforcement and I visited the structure at 58 Cedar Street to determine the conditions of the structure. The building has been severely damaged by fire and weather. The entire roof of the structure is missing. The second level floor has been exposed to weather and is in poor condition with strip flooring buckled and water ponded in low areas where the floor has sagged. The partial remains of the second level exterior walls are charred because of fire. Three chimneys were observed to be of single layer brick (no flue lining) with plastered exterior. The bricks were loose in several areas, the mortar was soft and crumbly, and the plaster was flaking off in several places. Also, the tops of the chimneys were missing, one chimney being cut off at the second floor level. Two stairways were noted to have both fire and weather damage. The main level of the building showed evidence of extensive smoke and water damage, with buckled strip flooring, soot covered surfaces, broken plaster, and wallboard covered with mildew. Windows were missing, broken, and boarded up. The cellar stairs were shaky and unstable. The cellar was extremely damp with moisture dripping from most surfaces. The foundation was of stone, masonry block, and granite. There were many cracks at joints, indicating probable movement of the foundation. The exterior of the building was finished with clapboards. All exterior surfaces were covered with cracked, blistered, and shipped paint. One wall had asbestos shingles. - An exterior cellarway entrance appeared to be in poor condition, with loose blocks and no permanent cover. Also noted during the visit were several prefabricated wood roof trusses, some in the driveway and some on the second floor. These roof trusses are not properly stored. I would recommend that your office not allow their use unless their structural integrity can be ascertained and verified by a competent truss engineer, since improper storage of trusses can overstress the metal plates that join the truss members together. I would also recommend that your office not allow the building to be reconstructed. The fire, water, and weather damage is so extensive that the structural integrity is questionable. The foundation cracks indicate distress in the substructure. The chimneys are inadequate from a safety point of view. -1- In conclusion, the structure should be considered a safety hazard due to the damage by fire, water, and weather. There can be no guarantee that this safety hazard can be eliminated by salvage and reconstruction of the existing building. Therefore, reconstruction is not advised. —�o^hni�kty-�.E. -2-
