RRROLVRD, THAT,
WHEREAS, the City Council of the City of Bangor by
passage of Ordinance 86-11 adopted the BOCA Basic/National Existing
Structures Code to protect the public health, safety and welfare in
all existing structures, residential and nonresidential, and on all
existing premises in the City of Bangor by:
1. Establishing minimum maintenance standards for all
structures and premises for basic equipment and
facilities for light, ventilation, space heating
and -sanitation; for safety from fire; for space,
use and location; and for safe and sanitary main-
tenance of all structures and premises now in
existence;
2. Establishing minimum requirements for all existing
buildings and structures for means of egress, fire
-protection systems and other equipment and devices
necessary for life safety from fire;
3. Providing for rehabilitation and reuse of axisting
structures and allowing differences between the
application of the code requirements to new con-
struction and the application of the code require-
ments to alterations and repairs;
4. Fixing the responsibilities of owners, operators
and occupants of all structures, and;
WHEREAS, the City Council has established Community
Development projects involved with the elimination and prevention
of slums and blight in the City's older residential neighborhoods
through concentrated programs of code enforcement, housing rehabil-
itation and improvements to public facilities; and
WHEREAS, there exist properties in Community Development
project areas and other a of the City which have been allowed to
deteriorate or otherwise fall into disrepair which are highly
visible and therefore tend to discourage other surrounding property
owners in their efforts to maintain their properties in a decent,
safe and sanitary mann
NOW THEREFORE, BY THE CITY COUNCIL OF THE CITY OF BANGOR,
BE IT RESOLVED THAT it shall be the policy of the City Council of
the City of Bangor that the Zoning and Code Enforcement Admin-
istration Officer shall enforce the BOCA Basic/National Existing
Structures Code giving first priority of enforcement for the correc-
tion of violations against those properties exhibiting the most
serious and greatest number of violations, particularly in City
Council designated Community Development project areas.
