the City of Bangor, held a public Haring pursuant to 17 M.R.S.A. 55 2851-2859

Bangor, Maine, constitutes a danger building within the meaning of said
statutes and

City Council finds that the building or structure in question is structurally
safe; unstable; a fire hazard; unsuitable or iuproper for the use or
occupancy as a residence; a hazard to health or safety because of inadequate
maintenance, dilapidation, obsolescence or abandonment, and dangerous to the
life and property of the inhabitants of the City of Bangor; and
WHERFAB, tine Bangor City Council hereby adjudges said building or structure to
he a nuisance and dangerous, as provided in Title 17, M.R.S.A. 55 2851-2859,

not demolished within said thirty (30) days as
provided shows, the City's Director of Cade
en£oresnent and Fire Prevention may cause said
building or structure to he demiishad, all
expenses incurred thereby to be paid by the
owner(s) or sassed against theproperty in
accordance with 17 M.R. S.A. 5 2653; and
(3) The owner(s) of said building or structure
shall rsnove all personal pr pefty located
therein. in the event that the owner(s) fail to
comply with this Color, the City's rirector of
Code Enforcement and Fire Prevention may xenove
and dispose of said personal property.

Subject: Engineer's Inspection - 335 Broadway
On Wednesday, April 9, 1986 at 11:30 A.M., Bill Allen of
Code Enforcement and I visited the structure at 335 Broadway,
the site of a recent structure fire. My observations are as
follows:
Foundation. The foundation of the structure consisted of
loose anden or mortared atones up to ground level and brick
and/or masonry block above ground. The condition of the founda-
tion was poor. Frost action over time has moved the stone portion
inward toward the cellar, causing the brick/masoary portion to
lean outward. The out of plumb foundation is therefore incapable
of supporting the vertical load of the building without having
horizontally induced stresses that will cause further foundation
movement and eventual collapse. Considerable movement has already
occurred as is evidenced by numerous and extensive foundation
cracks.
Chimney. The chimney was unlined single thickness brick
with plastered exterior. During the course of the fire, the
portion of chimney above the roof was demolished. The remaining
portion that terminated in the attic was accessible for inspection
and was found to be in poor condition. Mortar between bricks was
in deteriorated condition, with bricks not bonded together. The -
bricks were powdery and crumbly - scratching with a pencil caused
complete disintegration of several bricks.
Walls. The wall system was standard building construction
of 2 x 4 framing, exterior board sheathing and wood siding, and
interior walls. Considerable fire damage occurred on the southerly
side of the building near the rear kitchen area, and on the street
side (front) of the building. The damage included burned siding
and sheathing, charred and burned structural framing, and burned
interior wall surfaces. The extent of structural damage is un-
known as some fire occurred within the wall system.
Interior walls were covered with wood paneling. In nearly
all rooms, the paneling was warped and buckled. The cause of
this buckling could not be specifically determined, but could
be caused by temperature extremes, water and humidity, or by
structural distress and building movement.

The front porch area sustained considerable fire damage.
Floors. The floor system was standard building construction.
Some ffr—edamage had occurred in the area of the fire as described
above under "Walls", but the major portion of the floor system was
intact. The attic floor, being without partitions, was observed
to be wavy, with humps and valleys as viewed from the rear of the
building. This condition is indicative of building movement over
a period of time and is unrelated to the recent fire.
Roof. The roof system was standard building construction
with rafters, board roof sheathing, and shingled roof. Consider-
able damage occurred to the roof during the course of the fire,
With several holes in the sheathing and some fire and smoke damage
to the rafters.
Other noted deficiencie . Plumbing, electrical, and heating
system de icleneies wer noted end recorded in the cellar area.
In summary, I found the foundation and chimney to be in poor,
deteriorating, and potentially hazardous condition. There was
evidence of building movement over time in the foundation, wells,
and attic floor. There was fire related damage to portions of the
exterior walls, front porch, and the roof. Plumbing, heating, and
electrical deficiencies were noted.
In conclusion, the structure should be considered a potential
safety and health hazard in its present condition. Repairs to the
structure should not be contemplated unless a complete replacement
is made to the foundation and chimney.
