further amended as follows:
By changing a parcel of land located at 726 Finson Road (Tax Map
No. R22, Parcel No. 10) from Agricultural Zone to Civic and Institu-
tional Zone. Said parcel containing approximately 1.7 acres and
being more particularly indicated on the map attached hereto and made
a part hereof.

final action.

Council Ordinance No. 86-254
Please be advised that the Planning Board at its regular
meeting on June 16, 1986 held a public hearing on the above -
zone change request.
After considerable discussion concerning the nature of the
area and its proposed use for low-density residential in the
City's Comprehensive Plan, the Planning Board voted four in favor
and one opposed to recommend denial of C.O. & 86-254.

Agnes is is 6e years old. She has no close family ties. Agnes never
carried; she cared for Mr parents until they died. She prided herself on
hes meticulous housekeeping and buse-relatnd cochlea. Ten years ago Agnea _
suffered a cripplingstroke, and never regained Mer health At her indepen-
dence. She vas.moved from hospital to nursing facility to warding home and
back according to bar physical needs. In the depression that followed such
A discouraging change in her lifer Agnes made A desperate suicide attempt.
She was admitted to B-.M.H.1. where she responded well to treatment and was
readyssful participant in the `Home -Living Skills" program Agnes was
to return to the community. Hut independent living had to be ruled
out because of her disability, boarding homes could not accomodate her
wheelchair and she does not require nursing home c For she past 6 years
Agnes has been a patient at Pooler Pavillon, H.H.H.Ie. having no acceptable
alternative home. -
726 Finson Send, a residential program designed for Agnes and others
like her Who Art capable of living in -a less restrictive ermieoment then
an institution, will be the first of its kind fn Maim. becoal living is -
Palo possible for previously institutionalized elderly persons do this eight
bed licensed, heedicappe6 accessible home.
Candidates for admission must be 65 or over. They may come free the "
Program on Aging at Peeler Pavilion or they may be persons with mental health
Problem; free the community At large. 'Candidates will have no other accep-
table home and an family members to arias responsibility for assisting home.
They must need Bdndams help in the maintenance of everyday life. Residents
will be encouraged and helped to participate in community sppivl and cultural
Progress And to pursue their am special interests.
A staff person will be in residence at the program 24 bours a day to
Provide assistance as atmosphere will be aniseed but ¢Crvetur�.
Program activities will be offered throughout the day aed evening. The -
emphasis at 726 Finson Road will be on promotingAndmaintaining the dignity
of the residents as individuals And allowing cheat to live more satisfying
lives in the least restrictive environment possible.
