District in the Penobscot_ Valley Area

RESOLVED. THAT, UREREAS, the City of Bangor and numerous other
communities in the Penobscot Valley area have entered into contracts
with the Penobscot Energy Recovery Company for the disposal of
municipal solid waste at a proposed new cogeneration incinerator
to be constructed in Crrington; and
WBSRBAS, said communities, acting through a Joint Exercise of
Powers Agreement, have also proposed the formation of a Solid Waste
Disposal District in accordance with the Maine Refuse Disposal
District Enabling. Act, 38 M.R.S.A., Chapter 17; and
WHEREAS the formation of said District will result in lower
disposal coats for the City of Bangor, will provide a unified
organization for future solid waste planning, and will give the
member communities a unified voice in the collection, transportation
and disposal of solid waste;

RESOLVED, THAT the City Council of the City of Bangor does
endorse the formation of said Solid Waste Disposal District, and
encourages the public to vote in favor of the Referendum Question
which will be presented at the June Primaries.
STATEMERT OF FACT:
In accordance with the State Statutes, the District will be governed
by a Board of Directors consisting of two representatives of each
member community, appointed by the local elected officials. The
voting power of each community is related to its population; Bangor
having the largest population, would have seven votes out Of a tetai
of seventy-six votes, if all of the twenty-nine previous participating
communities should join.
