The Airport is the former Dow Air Force Base, which was closed and turned over to the City of Bangor in 1968/69. The heavy duty runway, taxiway and apron facilities can accommodate any size civilian or military aircraft. The airport presently serves domestic and international aircarriersas well as general aviation traffic. Units of the U.S. Air Force Air Defense Command and the Maine Almy and Air National Guard use the runway and taxiway facilities at Bangor International Airport from separate areas adjacent to the airport property. The proposed project includes the following: • Terminal Ramp Rehabilitation • Taxiway Shoulder Rehabilitation Concrete Joint Sealing PROJECT HISTORY A. Terminal Ramo Rehabilitation The terminal ramp as it exists today was constructed in two stages. Both were. built of portland cement concrete, unreinforced with some dowelled joints. The first stage, 1,000 feet wide by 1,365 long, was built in the period of 1955 to 1956. The second stage extension, 775 feet wide by L,470 feet long, was built in the period 195E to 1959. The ramp and ramp extension are drained by seven drainage structures, five in the civilian portion and two in the military portion. The drainage structures (RDS) in the heavy duty aircraft ramp at Bangor International Airport were originally designed as continuous open channels, braced at the top by a heavy grating and concrete struts at regular intervals along its length. The walls for these trenches were built level with the top of the apron pavement. A one inch expansion gap was provided on both sides of the trenches. Drainage Trenches RFD p5, 6, and 7 were part of the original 1955 construction for the apron. An extension to the ramp, containing Drainage Trenches RDS ql, 2, 3, and 4 was later built beginning in 1958. - 1 - The initial failures of these trenches were first reported in the late 1960's, when some of the trench walls and adjacent concrete compression struts showed signs of cracking and spalling. It appears that the condition worsened steadily until finally RFD #3 was rebuilt in 1973 to original design specifications by Suzzie construction of Pittsfield, Maine, under an ADAP project. Further deteriorations of this rehabilitation and the other Drainage Trenches progressed until Drainage Trenches RFD #3 and 5 and a portion of RFD #2 were modified and rebuilt in 1980 under ADAP Project Nos. 6-23-0005-07 and 6-23-0005-09. The modifications that were incorporated into the 1980 rehabilitation included cutting down the trench walls to allow the adjacent pavement to "slide" over the trench walls, and the installation of a 3" compression seal on one side of each of the three reconstructed trenches. By late July 1981, additional slab movements had caused some concern over the newly rehabilitated trenches. RDS #3 had experienced up to 2 1/2" of closure along its length within a 6 - 9 month time span since its reconstruction. Also, HIS #2 and RDS #5 had closed about 111. Drainage trench HIS #3 was then fitted with a smaller (6 3/411) grate late in 1981, where necessary, and continued to expand through the summer of 1982 at which time measurements indicated that the adjacent pavement had expanded another 2 inches. Some removal of grates has since occurred with wood blocking being substituted in this areas. Other remedial measures such as the cutting of relief joints around distressed manholes etc., has been accomplished to lessen the damage to in -pavement utilities. In June 1983 a study to determine the cause and to determine feasible solutions to the continued expansion of the PCC pavement and the failure of the ramp drainage structures was funded under ADAP 09 and AIP-01. The study by Hoyle, Tanner b Associates, Inc., in association with Mistry Associates, Inc., concluded that the expansion of the PCC pavement was due to Alkali -silica Reaction which is commonly referred to as "Growing Concrete." The recommendations contained in the study are as follows: • The ramp pavement should be made to act as an uninterrupted concrete pavement. • Reconstruct RDS #1 and 44 and the portion of HIS #2 not reconstructed in 1980 should be modified in a manner similar to that used in 1980 so that the pavement slab can expand and/or move without damaging the walls of the drainage structures. - 2 - • Isolate the terminal building and the military portion of the ramp by removing the existing PCC pavement and replacing it with bituminous concrete pavement. • Isolate in -pavement structures such as fueling hydrants, manholes, etc. from the ramp pavement. The disadvantages of study recommendations are as follows: • Rehabilitation of entire apron must be undertaken and completed at one time in order to produce a continuous slab. • The proposed repair to the trench drain reduces the capacity of the drainage trench. • The estimated cost of the repairs exceeds the available funding. In subsequent meetings at Bangor and the FAA offices in Burlington, Massachusetts various alternatives to the study recommending repairs were discussed. Continued monitoring of the terminal ramp indicated that significant movement was still occurring. RDS #1, on which no repairs had been made in the 1980 project, was deteriorating rapidly, especially in the center section. In portions of RDS43 and #5 the grates and wood blocking had to be removed and the slabs are in contactwitheach other. In June 1987 it was agreed to design a rehabilitation project using the following criteria: • Remove a strip of PCC pavement between RDS #5 and the Air Force area and replace with bituminous concrete pavement. • Remove one row of PCC slabs adjacent to the terminal buildings and replace with bituminous concrete pavement. • Remove a strip of PCC pavement on each side of RDS 41 and replace with bituminous concrete pavement. • Reconstruct RDS #1 in the same manner as the original construction. • Reconstruct the portion of RDs #2 not reconstructed in the 1980 project in the same manner as the 1980 construction. • Remove PCC on RDS #3, #5, and a portion of #2 as necessary to permit reinstallation of the 9 -inch grates in new frames. • Isolate in -pavement structures 3 - B. Taxiway Shoulder Rehabilitation The asphalt shoulders measuring 50 feet in width have had little attention since their original installation during the mid -50's. The most notable failure is apparent along a strip approximately 10 feet in width directly adjacent to the concrete taxiway and warm-up pavements where the pavement has been "shoved" by the movement of the concrete pavement. This action has resulted in a humping of the pavement which prevents the proper runoff of surface water and thus creates an icing condition in the winter. Also, it makes the shoulders very difficult to be properly plowed during the winter months, resulting in further damage to the pavement by plowing operations. The breakup of the surface occasionally results in the presence of loose asphalt material which is a'hazard to aircraft. C. Concrete Joint Sealing The proposed joint sealing is part of a program to inspect and reseal, as necessary, the joints in the Portland cement concrete pavements which were built in the mid -50's. The proposed work includes resealing of the transverse joints in the center portion of Runway 15-33 and the resealing of the longitudinal and transverse joints in the southerly portion of the parallel taxiway. PROJECT OBJECTIVES AND BENEFITS A. Terminal Ramp Rehabilitation The objectives of this project are to rehabilitate the existing ramp drainage structures which have failed due to the expansion of the FCC pavement; to isolate the terminal buildings, the in -pavement structures, and the military portion of the ramp to prevent further damage from the pavement's expansion; to relieve the stress that has built up in the ramp pavement and provide a means for future expansion of the ramp pavement to be dissipated without damaging the existing structures; insure that th capacity of the ramp drainage structures remains adequate to handle the storm water runoff; and to monitor the future movement of the ramp pavement to compile data for assessing the projected expansions over the next 20 - 30 years. The benefits of this project will be reduced maintenance cost; increased drainage capacity (portions of the existing pavement have expanded so much that the grates have had to be removed and replaced with wood blocking); increased factor of safety for aircraft using the ramp because spilling and cracking of the concrete will be reduced and displacement of the grates will be eliminated; and the useful life of the ramp pavement will be greatly extended. - 4 - B. Taxiway_ Shoulder Rehabilitation The objective of this project is to rehabilitate the existing taxiway shoulders which have been displaced by the movement of the PCC taxiway pavement. The benefits of this rehabilitation will be: improved surface drainage, an increase in the useful life of the taxiway shoulder pavement, a reduction in debris which could damage aircraft, and reduced maintenance cost. C. Concrete Joint Sealin The objective of this project is to reseal the joints in existing PCC runway and taxiway pavements. , The benefits of the resealing of the joints is that water and debris will be kept out of the joints thus prolonging the life of the runway and taxiway pavements. PROJECT APPROACH A. Terminal Ramo Rehabilitation • Remove a strip of PCC pavement between RDS A5 and the Air Force area and replace with bituminous concrete pavement. • Remove one row of PCC slabs adjacent to the terminal buildings and replace with bituminous concrete pavement. • Remove a strip of PCC pavement on each side of RDS Al and replace with bituminous concrete pavement. • Reconstruct the center portion of RDS M1 in the same manner as the original construction. Patch the minor spelled areas on the remainder of RDS kl. Install new frames and grates the entire length of RDS #1. • Reconstruct the portion of RDS 42 not reconstructed in the 1980 project in the same manner as the 1980 construction, including installation of new frames and grates. b For RDS M3 and q5 and the portion of RDS k2 that were rehabilitated in 1980, the PCC concrete pavement will be removed to sufficient width to allow reinstallation of the 9 -inch grates which have had to be removed due to the expansion of the pavement. The neoprene expansion joint will be removed, if it has not been removed already, and new frames for the grates will be installed. 5 - Isolate in -pavement structures such as fuel hydrants, manholes, etc., by removing a strip of PCC pavement around them and replacing it with bituminous concrete pavement. • Reset existing electrical manholes which have been displaced by Movement of the PCC slabs. B. Taxiway Shoulder Rehabilitation • Remove and replace the existing bituminous concrete shoulder pavement adjacent to the PCC taxiway pavement approximately 10 feet wide. • Crack seal the outer 40 feet of existing bituminous concrete shoulder pavement which will remain. • Slurry seal the entire 50 foot wide taxiway shoulder. C. Concrete Joint Sealing • Remove existing joint sealant. • Remove any debris from joint. Bangor International Airport is located just east of the Central portion of the State of Maine in Penobscot County. The airport is two miles from downtown Bangor and approximately 25 miles from the Atlantic coast. The primary service axed Of the Airport includes the cities of Bucksport, Old Town, and Orono and other towns within a 30 + mile radius. The secondary service area includes a much larger portion of the State since it is one Of the State's two airports currently served by certified air carriers and is a U.S. customs port -of -entry.
