THAT the sun of Nineteen Thousand Two Hundred Dollars ($19,200.00) be authorized from Operating Account 80-03. Councilman CITY OF BANGOR, MAINE Engineering Department August 31, 1987 To the Municipal Officers: Reference is made to City Council Order No. 87-249 passed July 13. 1987, directing the City Engineer to prepare estimates for the paving of the streets and the construction of the severs in the Heritage Subdivision located on Essex Street. The SubdivisionIsbeing developed by Peter M. Lambert, Marjorie A. Harris. George L. Parke. Ann M. Parke, and Bonnie Sawyer, all of Bangor. Cost Estimates have been prepared, which would indicate the following: The Subdivision consists of two streets: Heritage Lane, extending approximately 525 feet easterly from Darling Parke Drive, and serving three lots, and Waodview Drive, extending approximately 600 feet west from Essex Street. and serving four lots. Each street would have a 24 -foot wide travel way consisting of a 3 inch bituminous concrete pavement a a 6 inch select gravel base and a 12 inch gravel subbase;allother graded a within the right-of-ways would be provided with 4 Inches of loam and seeds Under the come of Chapter VI, Article 14, Section 5.1.3 of the Laws and Ordinances of the City of Bangor. the City would provide and install the 3 inch bitu- minous concrete paving upon satisfactory completion Of the installation of the roadway base. The total estimated coat of the paving Is $7,000 for each street, or a total of $14,000. Heritage Lane would have a sanitary sewer consisting of 295 fee[ of 8 inch pipe and me manhole at a total estimated cost of $8.285, and a atom sewer consisting of 450 feet of 10 inch pipe and three catch basins at a total estimated cost of $12.540. Therefore. the total cost of the atom and sanitary sewers n Heritage Lane i estimated at $20.775, and the City's potential share would be fifty percent, or $10.387. Since three lots would be served, the City reimbursement per lot would be $3,462. Woadview Drive would have a sanitary sewer consisting of 365 feet of e inch pipe and two manholes, and there 1s anestimated 109 cubic yards of ledgeremoval; the atom s would consist of 60 feet of 15 inch pipe and two catch basins. The totestimatecoat of the sanitary sewer, assuming that the ledge is encountered, is $14,820, and the total estimated cost of the storm sewer is $2,740. Therefore, the total cost of the store and sanitary sewers n Woodview Drive would be $17,560, and the City's potential fifty percent share would be $8,780. Since four lots would be served, the estimated reimbursement per lot would be $2,195. In accordance with Chapter VI, Article 34, Section 5.1.5 of the Laws and Ordinances of the City Of Bangor, the City would reimburse the Developers for fifty percent of the estimated sewer cost. pro -rated against the total number of lots served, to be paid a each lot is developed and a Certificate of Occupancy is issued by the Code Enforcement Officer; service laterals shell be the responsibility of the Developers.. Said reimbursement policy would continue for a period of five years. -1- In addition to the above. the Developers are required to pay the cost of plan review and construction Inspection, estimated to coat $3.200. Me Developers have indicated Meir concurrence to the proposed cost-sharing plan, and they have deposited the funds tocover plan review and construction inspection. It is recommended that, since the project will, provide seven extra- large truncation,which are in very shortsupply, the City shouldparticipate in the construction of the streets and sewers as outlined above.
