There appeared at the time and place of the hearing. Mr. James Coffey. Iepresenting the Eastern Maine Medical Center, owners Of most of the property abutting the portion of Spruce Street to be discontinued. Mr. Coffey spoke in favor of the discontinuance. He was advised by the City Engineer that the State Statutes, 23 H.R.S.A., 9 3026, provide that when a public way is discontinued, the interest- in the land passes to the abutting property owners to the center of the way, subject to the retention of a public easement for public utilities. The subject portion of Spruce Street was replaced by an extension of Spruce Street to Pearl Street, due to the considerable change in grade which resulted from the reconstruction of Hancock Street in 1980. It is recommended that the above described portion of Spruce Street be discontinued and removed from the Official City Map. The Planning Board has previously approved the change in the Map.
