is hereby received and accepted.
Statement of Fact: This is the second recommendation to the
City Council from the Commission on additional phases of the
Main Street improvements, from I-395 to Union Street.

Dear MI. Chairman and Members:
The Economic Development Advisory Commission has made two
additional recommendations to the City Council on the subject
of lower Main Street. These following recommendations relate
to but are in addition to the two recommendations previously
made by the commission and adopted by the City Council.
The Commission believes that the upcoming lower Main Street
repaving project by the Maine Department of Transportation pre-
sents a timely opportunity for Bangor to initiate several physi-
cal improvement and beautification projects along the street.
Among such projects are: new sidewalks, tree and shrub planting,
.pedestrian benches along the river side of the street and, where
appropriate, small brick or grass plazas. In addition, Main
Street's proximity to the riverfront presents the city with an
important opportunity to tie upcoming riverfront development
with lower Main Street improvements.
With lower Main Street's needs so great, the Commission
strongly believes that the city's efforts in this area proceed
cording to a comprehensive plan. This plan would take into
consideration upcoming MDOT repaving( and include provision for
some or all of the improvement projects discussed above.
Recommendation to the Cit Council: The Commission recommends
that the responsible city departments be directed to formulate and
