(Statement of Fact: The proposed organization, designed a an entity for the promotion of the City for the creation of projects within the City of Bangor has been worked out by Council representatives and Economic Development staff. A copy was distributed last week to Councilors.) There is a base of community pride among citizens of Bangor, but there exists a strong need to regenerate community spirit and improve the image of the city within its own population and to the outside through better public know- ledge of the positive aspects and movements in the city, and through specific opportunities created for its citizens and their participation. ]. There are a multitude of activities taking place within the city of a special, recreational and entertainment nature, but there exists a confusion of project -oriented organizations and events which could benefit from an over- all organization of publicity, assistance, scheduling In order to help prevent conflicts, seasonal or weekly activity/events 'voids', and the weakness of some individual events. S. There is a need for greater color, spirit and promotional use and effectiveness in presenting the city to visitors and outside markets, especially in the failure of the city to capture sufficiently the city's colorful history. 4. There is a need to create certain major annual events that can capture the attention and interest of citizens and visitors as well as a need to strengthen and build some current activities. S. There is a need to better package Bangor's existing attrac- tions for visitorsl to create new significant people/visitor attractions; and to create a community/regional tourism - visitor promotion campaign reaching to potential coastal and Maritimes markets. 6. There is an insufficiency of comprehensive marketing of the city of Bangor for major conventions, conferences, seminars, workshops; and a lack of adequate resources to service large such groups. 7. There is a need for a catalyst resource that is equipped to assist and encourage groups pursuing attractive projects, when such groups lag or fail because of the lack of such support. 8. There is a need for more defined roles of organizations engaged in development and community betterment projects to prevent overlapping of resources. 9. There is a need to create workable answers and solutions to questions relating to downtown organizations, the Bass Park operations, and others, in order to utilise these resources more effectively and innovatively for the future. 10. There is a need for community beautification and citizen Participation and supervision of the city's parks. STATEMENT OF APPLICABLE RESOURCES In relation to the needs to build Bangor as an important visitor center, to encourage tourism and major conventions/conferences, to rebuild its own self-image and its positive image to others, to create more effective community betterment and citizen participation, the city has many existing resources applicatileto a positive program of action. Some of these are: 1. A galaxy of existing organizations including some 20 major organizations in the city, with many of them already sponsoring and conducting major events, and many others capable of doing so, or assisting. 2. A deep well of citizens eager to be involved in projects, and seeking opportunities to do so, on a volunteer basis. 3. A deep-seated community pride in citizens that needs to be regenerated and focused. 1. An elected body with a high priority for general economic development, and assistance through leadership and proper levels of funding to further generate such development. 5. A professional municipal staff representing resources to be utilized where appropriate. 6. A base of educational campuses, faculty and leadership resources. T. A major .recreation/entertainment facility in Bass Park with an existing administrative/marketing staff. E. A Maine Publicity Bureau Office in Bangor. 9. A major retail center of more than three million square feet of stores, shops and services, including attractive shopping malls. 10. A base of more than 100 good eating establishments. 11. A base of more than 2,000 overnight accommodation units. 12. A downtown revitalization program well underway. 13. A Penobscot River redevelopment plan and project well underway, including building facilities. 30. A significant historical resource, and an historical organization. 15. Various groups with committed interests in certain new visitor attraction projects. 16. A varied base of night life and resources for evening activities. 17. A transportation center with first-class modes of transpor- tation and connections throughout the United States. 18. A proximity to the state'S most attractive tourist areas. 19. A large system of parks and potential public or commercial recreation sites. PROPOSAL The creation of a new, city-wide organization to be called Bangor 2000 in the form of a Committee of the Greater Bangor Chamber of Commerce with a representative steering committee ane a direct affil iatlon with major re- source organization and projects needed to initiate actions and fulfill goals and objectives in building the spirit and economic health of the com- munity through the year 2000. Purpose and Mission Utilizing a base of Bangor residents, taxpayers, employers and employees In the City of Bangor, to serve the City of Bangor, and by impact the region, as amechanism for a true public-private partnership ra areas of promotion andpeople/business attraction; as a central resource and coordinator for existing and new activities related to promotion and visitor attractions; and as a mobilizer of resources and catalyst for new projects and improvements designed to strengthen and revitalize the City of Bangor as an attractive and Interesting place to live and to visit. 1. Mobilize and bring together individuals and groups of people from a resource of volunteers with backgrounds and expertise to provide the leadership and working base relative to project needs, and maintain volunteer interest through active use in specific projects. 2. Createan organization recognized within and outside of the community ia key .support group, possessing working lialsone with other organ• zations, quasi -public groups and agencies, and with a direct and official relationship with the resources represented by municipal government. ;. Utilize the organization as a major focal point and organized center for planning and coordination of events and projects applicable to its role; as an information and distribution center relative to events and activities to prevent undue duplication and to recognize and assist successful activities and projects in place; and to generally act In aform ] position as over-all liaison body for coordinating and assisting those activities that will serve to enhance the Community and promote the economic base. V. Act as a center for the promotion of the sornmmity, among its pen population and outside Bangor to others, through 'specific materials, Projects and campaigns. 5. Prioritize and select new projects for special support and effort based on the need of the projects, resources available and their positive impact on the community's appearance, spirit, image, public attraction and economic base. 6. Coordinate for and actively pursue raising of necessary funds from the variety of available sources or Weans to support the effort. 7. ORGANISATION A "Bangor 2000" Council is proposed to coordinate city-wide resources for the promotion and improvement of Bangor, and for the creation of marketing and promotion programs and new facilities that can serve existing residents and attract new visitors and business. Steering Committee The Steering Committee of the "Bangor 2000" Councll would be made up of lA members, whose duties will be to carry out operating and development respons- ibilities as related In this report, and to create sub -committees of the Council through which either operational, coordination or new ventures and undertakings would be pursued. The sub -committees, where apporpriate, would establish fur- ther advisory committees of volunteers representing necessary backgrounds and expertise in pursuit of projects. The council representation would be as follows: one member each from the City Council. Chamber of Commerce Board of Directors, Downtown Development District, Bangor Center Development Corp.. Downtown River City Association, retail, general business Industrial, promotion/tourism industry, hospitality industry (hotels/motels/restaurants). arts And historical, professional, cam munlotions media. and Bass Park Manager. Terms Terms of the membership of the Steering Committee will be determined by the Committee Itself In Its creation of By -Laws. Of ii cars The Steering Committee mould elect Its awn officers which would consist of a Chairman. vice -Chairman and Treasurer. Bub-Ccmm'ttees It is suggested that sub -committees of the Council be created to con- stitute the working groups of the council. The sub -committees would he expected to organize advisory committees and work groups that will mobilize people and other resourcesnecessa ry to pursue a project. General M.embershiu General membership would consist of the following: - All steering committee members - All city councilors - Representatives of estabiished organizations or quasi -public or public entitles that are active In applicable projects or represent important resource organ- izations to the purposes and objectives of Bangor 2000. - Other members shall came from the public at large. Bangor 2000 Relatianshios Bangor 2000 must address Itself to its relationships with Bass Park, the City of Bangor, the Greater Bangor Chamber of Commerce, the existing development corporations, the variety of organizations within the city it would seek as cooperating members, etc. Such relationships should examine the levels of cooperation expected, the services and assistance that could be provided by the Bangor 2000 "Umbrella" organization. In same cases, it would be associated in close working and cooperative relationships. With others, it would act as a resource group to assist a project in some way, helping to publicize It or find certain additional resources the sponsoring organization my require. It would act generally as acoordinator, suggesting certain schedules, finding resources to publish regularly an events calendar for distribution to the general and visiting public. In those cases where a project needs to be generated, Bangor 2000 could be the catalyst organization to Investigate, mobilize the necessary people, examine funding pass l bi l it ies, and see the project through to reality. Funding Funding sources for the committee and its programs and projects will be drawn from contributions from the City of Bangor and from other project sources that may be generated by the Steering. Committee from time to time. Ex -Officio Members of the Council The following are suggested to be ex -officio members of the Steering Committee for the purpose of coordination of services and programs, but not necessarily limited to these positions: City manager Chamber of Commerce president - Bangor Ecommic Development Director Executive directors of downtown associations where applicable Other appropriate city department heads and community executives could partic- ipate on the basis of special projects and programs. Executive Staff s Offices The executive staff of Bangor 2000 could be comprised of an Executive Coordinator and assistant(s). These positions and necessary clerical staff would be looted within the office of the Greater Bangor Chamber of Commerce. The Chamber would be responsible for hiring the staff and the staff would be responsible to the Greater Bangor Chamber of Commerce Board of Oirectors through the president. Meetings . Steering Committee members would be expected to meet monthly: sub -committees as often as required. General membership meetings may be held as frequently as each quarter.
