Brown, Jr. Chairman, Airport Committee City of Bangor Bangor, Maine 04401 Dear Mr. Brown In accordance with our discussions of May 18, 1987, this letter is submitted as a proposal for a mutually beneficial ex- change of real estate between the State of Maine and the City of Bangor, as follows: a. The City of Bangor is requested to transfer ownership of an 178 acre parcel of land on the SW corner a of BIA (see Attach- ment A) to the State for MCNG construction ofa Combined Reserve Forces Training Center. Also, the City is requested to grant the State a 50 year lease to the alert a. rcraft parking area, x-ray and yankee taxiways, on the SE endof the runway (see Attachment B) for use by military aircraft. b. The State of Maine will relinquish, in turns the Bangor State Armory to the City through legislative action `Attachment C). The present value of this property is $900,000. 'Phe State needs clear title to the 178 acre parcel by July 10, 1987, o o that the property maybe leased to the federal government This will permit the MCNG to program federal funds for construction in FY89. Once this property has been leased, water, sewer and utilities construction will be pro- grammed, and anew access road will be improved to current city standards. All x existing m easements will r effect. a Similarly, o alease agreement has been obtained from the City for theaircraft parkingeefederal funds be requested for repair and maintenance. Me present occupant of Building 600 will not be affected during the current lease period. Also, a reversion clause in the lease stipulating that the lease area revert to the City if it is not used in 10 years iac- ceptable. If the units of the Sieger Armory Reserve Center re- locate - locate to a new facility, the MCNG will assist the City in ac- quiring that property. The total exchange package is contingent upon approval of the Maine Legislature and adequate funding by the U.S. Congress. Since both these bodies will soon end their current sessions; it is essential that the City act on this proposal as soon as possible.
