TEAT , WHEREAS, the. City of Bangor: by City Council Order No. 86-368
passed September 18, 1986 authorized the City Manager to enter into a
contract with Woodard d Curran, Inc. for consulting services pertaining to
the development of secondarysewagetreatment facilities: and
WHEREAS, the scope of a of said. contract included the evaluation
of the existing sewer :system einrthe estimated amount of $34,560.00: and
WHEREAS, the program has dictated the undertaking of an extensive study
of our existing sewer system pertaining to infiltration/inflow and the monitoring
of combined sewer overflows, said program being more extensive than originally
anticipated:

ORDERED, THAT the City Manager be and hereby is authorized to enter into
an amendment to said contract to increase the mount of Task 4 - Review and
Evaluation of existing Severe by $16,980.00, bringing the total estimated fee
for Task 4 to 551,540.00, a copy of said amendment attached hereto{.end be

ORDERED, THAT the am of Twenty Thousand Dollars ($20,000.00) be trans-
ferred from the Sewer Reserve Account to Account No. 52-60-20 (5244) to

Task 4 Review and Evaluation of Existing Sewers (continued)
Assist City with Implementation of Infiltration/Inflow and Combined
Sewer Overflow Study Program - Spring 1981 -
Description
It has been agreed between the City Staff and the Company that an
extensive study of infiltration/inflow and the combined sewer
overflows must be performed on the City's collection system during
the next two years. During the first half of this year, the first
year field program will be undertaken by the City Staff.
Approximately twenty (20) continuous flow monitoring stations will
be established and maintained by the City Staff for the period March
through June 1987. The equipment at these stations will
continuously record flowrate atpoints the collection
system during daytime and nighttime, and wet rand dryaeather
periods. As well, the City Staff will establish and maintain
approximately fifty (50) spot check monitoring stations throughout
March through June. RLowrate data will be generated by manual
methods by City Staff members during selected one week nighttime
periods and selected rainfall/snowmelt events.
The Company will assist the City Staff in preparing and implementing
the field program during the first six months of 1987 by performing
various support services. These services will include:
1. Site visits to inspect installations of monitoring equipment.
2. Meeting attendance as required to review progress and schedule.
3. Assistance in establishing a data collection format.
4. Assistance in flowrate monitoring and sampling equipment
selection.
