(TITLE) ¢gpjuB, Opposing the Mopticn of L.D. M. 280 Entitled 'An
Act Relating to the Organization of School Mninistrative Districts"

IVOtEAS, there is pending before the Escislature a ptm al (L.D. No. 280)
which, if adopted, would permit the formation of Schcol N inistrative
Districts (SAX's) consisting of only one municipality; and
�, by virtue of 20-A M.R.S.A. 4 1101 it is the declared policy of the
State of Maine to encourage small municipalities to join and form scRro1
administrative units of sufficient size to permit! (1)'a core equalized
educational opportunity; (2) satisfactory school progress; (3) greater
uniformity of school tax rates; and (4) ec effective use of public funds
expended -for the Support of Public schmis;and
440iRelS, the £oration of a school administrative district in a single
municipality weld not further any of such purposes; and
Vt®1Fi15, the formation of a school adainistrative district would effectively
remove the City Council £rm any decisions involving the a ounc of tax
revenues expended for local educational purposes; and
NOW, TIR.REE , by the City Council of the City of Bangor:
RESOLVED,
THAT the City Council does hereby declare its opposition to the adoption by
the State Legislature of L.D. No. 280 or any other similar proposal; and
be it further
RESOLVED,
TEAT the tlpairan of the City Council and the City Manager, or their
designees, are hereby authorized on behalf of the City of Bangor to express
the City's pposition to said pr pcssl, either orally or in writing.
