Consent Agenda a. Workout Agreement – 1818 Ohio Street – Martin b. Workout Agreement – 86 Sidney Street - Clark c. Resolve, Appropriating $341,314 in Grant Funds from the Maine Department of Transportation Motion made and seconded to accept consent agenda, motion passed unanimously 2. Bids/Purchasing a. Structural Engineering Design Services – Willard C. Orr Bridge – Engineering – CES, Inc - $99,960 Motion made and seconded to award contract to CES, Inc., motion passed unanimously. b. Street Sweeper – Public Services – Nitco - $224,111 (includes extended warranty) Staff discussed that while the recommended model is new to the United States, staff reviewed the model thoroughly and found several benefits, plus replacement parts are available within the U.S. Motion was made and seconded to recommend purchase to the City Council, motion passed unanimously. c. Wide Area Mower – Parks & Recreation – MTE Turf Equipment - $70,660 Staff recommended purchasing from MTF Turf Equipment Solutions. The lowest bid, also from MTF did not include a requested climate controlled cab and the low bid, including the cab, recommended a model that the City has had a history of breakdowns and repairs. Motion was made and seconded to authorize purchase, motion passed unanimously. d. Cold Weather Gear – Airport – W.S. Emerson - $22,221 Staff explained that the City received no responses to the RFP and therefore would recommend purchase based on a quote from W.S. Emerson. Motion was made and seconded to authorize purchase, motion passed unanimously. e. Power Load Cot Fastener System – Sugarloaf Ambulance - $72,000 Motion made and seconded to authorize purchase, motion passed unanimously. 3. Resolve, Appropriating Mall Area Traffic Impact Fees for Stillwater Avenue and Hogan Road Traffic Engineering Traffic Modeling Services This resolve will appropriate $25,000 from the Mall Area Traffic Impact Fee for traffic engineering services to develop traffic models and signal timing along Stillwater Avenue and Hogan Road. Motion made and seconded to recommend passage to the City Council. 4. Order, Amending Fund Balance Policy and Establishing a School Debt Service Committed Fund Balance This order will establish a Committed School Fund Balance for sinking fund deposits to ensure funding is available for future balloon payments related to Qualified School Construction Bonds (QSCB). Motion made and seconded to recommend passage to the City Council. 5. Resolve, Appropriating $170,000 in Capital Fund School Construction Reserve Funds to Fund a School Facility Assessment This resolve will appropriate $170,000 from the Capital Fund, Reserve for School Construction to pay for a facilities assessment related to the current School buildings. The Reserve if comprised of unused funds from prior projects. The Bangor School Committee and authorized the expenditure but whereas the funds are held by the City, the resolve is required to appropriate the funds. Motion made and seconded to recommend passage to the City Council. 6. Resolve, Appropriating up to $600,000 from the General Fund School Reserve Account to Fund Generator Installations at Five Schools This resolve will appropriate up to $600,000 from the City’s General Fund, School Construction Reserve to fund the installation of 5 large capacity generators at the remaining Schools without generators. The Reserve is comprised of additional General Purpose Aid funding received after the School budget process was complete. Motion was made and seconded to recommend passage to the City Council. 7. Request to Write off Taxes – Pray’s Park The City has been informed that the Park owner intends to demolish two abandoned mobile homes. Whereas the City has matured tax liens against the properties, staff is recommending that the City write-off the taxes as opposed to the city taking over responsibility. Motion made and seconded to write-off the taxes. 8. City Assessor Update The City Assessor provided an update on recent market trends as well as business personal property.
