To the Municipal Officers:
Reference is made to City Council Order No. 86-409, passed October 15,
1986, directing the City Engineer to determine the cost of extending
sanitary sewer service to the Musson College property located northeasterly
of Kenduskeag Avenue and southeasterly6s of Strickland Road, as requested by
a petition received from the First Atlantic Corporation of Portland,
developers who plan to construct a congregate housing development. Surveys,
plans, and cost estimates have been completed, which would provide for the
following:
The proposed sever extension would begin at an existing manhole on the
Kenduskeag Stream Interceptor Sewer located on the northeasterly bank of the
Kenduskeag Stream. The installation would consist of approximately 1500
feet of 8" pipe and 7 manholes. It would generally follow an existing
seasonal brook which discharges into the Kenduskeag Stream near the property
line between land owned by Frank Carter and the land of John Cochran. This
brook is the major watershed of a large portion of not only the Musson
College property, but also land on the northwesterly side of Strickland
Road, and the proposed route is the most efficient location to eventually
serve all of the land.
The total estimated cost of the sewer installation is $54,000, of which
the City would pay 50%, and the remaining $27,000 would be assessed
proportionately against the properties benefitted as follows:

It is felt that the land on the southwesterly side of Kenduskeag Avenue
should not be assessed, since it has already benefitted from the existing
Kenduskeag Interceptor Sewer.
This project is necessary to serve a proposed project which would
potentially develop to a total of 338 units of housing for the elderly,
however, the first phase of the project will consist of the construction of
70 units, having a total value of between 3 million and 4 million dollars.
Consequently, the annual return in taxes resulting from the initial project
will far outweigh the initial cost to the City of extending the sewer.
It is recommended that the sewer be constructed, provided that the
developer prepays the private share of the construction cost, totalling
$27,000. The payment of assessments against the other properties may be
deferred, at the owners' request for a period of up to ten years, with 12%
annual interest to be applied to the unpaid portions of said assessments, as
provided by 30 K.R.S.A. Section 4453, or until sewer entry is requested.
Plans showing the proposed sewer installation are on file in the City
Engineer's Office.
