Appointing Members and Directors to the Board of Directors of the Bangor Airport Civic Development
Corporation
The Bangor Airport Civic Development Corporation, also known as the BanAir Corporation, has two (2)
vacant seats on its Board of Directors. New members are appointed by the City Council and the following
individuals have agreed to serve as new board members:
1. Christopher J. Austin, Rudman - Winchell
2. Ray Bolduc, WBRC
The Board of Directors of the BanAir Corporation and Staff recommend their appointment. The current
board members are: Vaughn Smith, Sarah Nichols (Council Chair), Cary Weston (Chair, Finance), Richard L.
Fournier, II, Laura Supica (Chair, Gov’t. Ops), Edward W. Gould, Gibran Graham (Chair, B&ED), Angela
Butler and Tony Caruso, Airport Manager.
The BanAir Corporation is a private, non-profit corporation established by the Bangor City Council to "foster,
encourage and assist the physical location, settlement, expansion and resettlement of industrial,
manufacturing and business enterprises and of recreational projects on or near Bangor International
Airport". Its eleven member board of directors includes four city councilors, the Airport Manager, and six
private business people. The Board of Directors contracts with the City's Dept. of Community and Economic
Development for staff services, and the City's Economic Development Officer serves as BanAir's Executive
Manager. The BanAir Corporation provides revolving loan management, property management and real
estate marketing and development services for properties at Bangor International Airport, including the
Bangor Innovation Center and Bangor Foreign Trade Zone No. 58.

Appointing Members and Directors to the Board of Directors of the Bangor Airport Civic Development
Corporation
WHEREAS, the City Council of the City of Bangor, by passage of Council Order 287AG on June 21, 1979,
authorized the formation of a local development corporation, the Bangor Airport Civic Development
Corporation; and
WHEREAS, the purposes of said corporation are to "foster, encourage and assist the physical location,
settlement, expansion and resettlement of industrial, manufacturing and business enterprises and of
recreational projects on or near Bangor International Airport; to purchase, lease, otherwise acquire, hold,
own, use, manage, operate, enjoy, improve, develop and otherwise deal and trade in and with property, both
real and personal, of every kind and description, or any interest therein, land tenements and buildings,
structures and other improvements thereon and therein and to sell, convey, mortgage, lease or otherwise
dispose of the same; to do any and all lawful acts and things necessary pertaining, convenient or incidental to
the foregoing purposes or any part thereof tending to increase the value, usefulness, comfort or convenience
of the property or any part thereof at any time held by said Corporation, and to have or exercise all of the
rights powers and privileges appertaining to corporations of a similar nature organized and existing under the
laws of the State of Maine …; and
WHEREAS, there are two (2) vacancies on the Board of Directors of the Bangor Airport Civic Development
Corporation; and
WHEREAS, all new members are appointed by the Bangor City Council:
Be it Ordered by the City Council of the City of Bangor that,
Christopher J. Austin and Ray Bolduc be appointed to the membership and Board of Directors of the Bangor
Airport Civic Development Corporation.
