HomeMy WebLinkAbout2018-12-26 19-057 Order 12/26/201819-057 12/26/2018 19-057 Community Connector Order N/A Title, Order Authorizing Award of Contract in the Amount of $99,966 to Stantec to Conduct a Transit Study for the Community Connector This order will authorize a contract in the amount of $99,966 to Stantec to conduct a transit study for the Community Connector. In 2013, the State of Maine relinquished oversight authority over the Community Connector, making the city a direct recipient of federal funds. At the same time, the Community Connector experienced transition of long-time management staff. A desire from the community for enhanced services, the increase in regulatory burden, and the lack of full understanding a federal transit system led the city to conclude that a transit study would be helpful. As a result, the city issued a Request for Qualifications for a transit study. The purpose of the study is to ensure that we continue to operate a high quality service that meets the needs of residents and the region. The study will evaluate the current overall system design and operations, and identify opportunities for improvements and/or system design changes that will create a framework for short-range and long-range strategic plans aimed at improving the transit experience as well as managing and operating the system in the most efficient and effective manner. The City received responses from from five companies that conduct these types of studies. Although the qualifications and experience with small and large scale transit projects from the consultants that responded were similar, there are certain aspects of the service provided by Stantec that stood out from the others based on the team assembled to complete the Transit Study, their methods of gathering information, communication on progress with the project, and focus on long term sustainability. Stantec has assembled a team of 10 individuals with a diverse background in transit planning, economics and planning that staff believes will lead to a well-rounded and comprehensive look at the needs of the current and future use of public transportation in the Bangor area. In addition to reviewing historical data, analyzing routes/times, and interviewing staff and drivers, Stantec will gather information pertinent to the future of the Bangor Area Transit through a boots on the ground approach, including riding the bus and meeting. Stantec proposes communicating with City Staff, Council, and the Transit Working Group, as well as creating and maintaining a website and portal for communicating project updates and solicit feedback. Lastly, a focus of Stantec’s is to provide sustainable recommendations to improve current and future use of transportation. Based on Stantec’s ability to meet the requirements of this project through their proposal, their performance history with small and large transit projects in the U.S. and Canada, and the inclusion of services such as rider survey’ and project website included in their cost, the staff recommends awarding the Transit Study project to Stantec. Finance Committee 12/17/2018 Recommend for passage 50 New Business 12/26/201819-057 CITY OF BANGOR ORDER 12/26/2018 19-057 Weston Authorizing Award of Contract in the Amount of $99,966 to Stantec to Conduct a Transit Study for the Community Connector WHEREAS, The City operates a small regional transit system known as the Community Connector; and WHEREAS, desired service upgrades combined with substantial management changes over the past few years has led the city to determine that the best way to direct resources is through a comprehensive transit study WHEREAS, the city received bids from 5 companies and felt that Stantec offered the city a good oversight team combined with a good understanding of small regional bus systems. Be it Ordered by the City Council of the City of Bangor that, the Finance Director is hereby authorized to execute a contract with Stantec to conduct a transit study.
