Meeting Minutes
The following City Councilors attended: Airport Committee Chair Dan Tremble, Mayor Sarah
Nichols, Councilors Gibran Graham, David Nealley, Gretchen Schaefer, Laura Supica and Cary
Weston. Also in attendance were City Manager Cathy Conlow, Airport Director Tony Caruso
and Airport Marketing Manager Aimee Thibodeau.
Agenda and Discussion:
1. Maine Aero (CCF Ventures, Inc.)
Airport Director Tony Caruso requested Airport Committee approval to execute a lease
agreement between the City of Bangor and CCF Ventures, Inc. d/b/a Maine Aero Services, Inc.
for the rental of Bay #2 within Hangar #123. Maine Aero Services operates a small aircraft
maintenance and repair shop at the airport. They needed additional aircraft storage and
requested to lease this additional space. If approved, the base rent would be $1,590 with the
tenant being responsible for all utilities. The term of the lease is for one (1) year, with two (2)
one-year options for extensions adjusted annually based on the CPI, which shall not exceed 2.5%
each year.
Motion made, seconded and approved. The Agreement will be presented to the City Council for
final approval.
2. Airport Master Plan
Director Caruso wanted to let the Airport Committee know that the FAA has recommended that
we update the Airport’s Master Plan. We completed our last Plan in 2012. The airport master
plan is a comprehensive study of an airport and will typically describe short, medium and long-
term development plans to meet future aviation demand. The plan looks at several aspects of
airport operations including environmental and security requirements. Findings from the Master
Plan study help set priorities within our annual 5-year Capital Improvement Plan (CIP).
We have early cost estimates for the study. The Airport would pay for the study initially, then
we would seek 90% reimbursement from the FAA as Master Plan projects become AIP-eligible
3. Airport Statistics – October
Marketing Manager Aimee Thibodeau distributed the Statistical Report for October, showing
another record month. Load factors are up and all airlines are averaging near 80%. Total YTD
passenger count is up 13% over last year and nearly 30% above our 4-year average. Total
Operations numbers are up 3% for October and YTD. Military Operations are up 6%. Fuel
Sales were 12% below October 2017.
Meeting Adjourned.
