Sec. 1 Bass Park Depertaent Created. In acro dance with Article V, Section 2(a) of the City Charter, there is hereby established the Bass Park Department. Sec. 2 Functions of the Dass Park Department. It shall be the function of this Department to operate and maintain the Bass Park facilities. 2.1 Legal Restrictions. The Bass Park Director shall he appointed by the City Manager on the basis of merit act fitness aline, subject to confirmation by the City Council. 3.1 Monthly Report to City Marener. The Bass Park Director shall make a report to the City Manager, before the first Council meeting of sant manth, as to the activities conducted at Bass Park during the preceding month. 3.2 Other Duties to Pettorm. the Bass Park Director shall perform such other duties as rt be pre- scribed by the City Fdnageror the City Council ,from time to t1me. Sec. 3 Bass Park Department Created., In accordance with Article V, Section 2(a) of the City Charter, .there is hereby established the Bass Park Department. It shall bethe function of this department to operate and maintain the Base Parkfacilities; to provide recreational opportunities; to promote and assist to promote profit motivated events; to coordinate with private parties in promotions which benefit the citizens of Bangor; _ to generate sufficient revenues i of expenses to provide for capital improvements in theBassPark Complex. 2.1 Legal Restrictions. The use of the Bass Park facilities shall be limited to those activities which are authorized under Chapt. 90, Sec. 1, P&SL 1951 establishing the Bangor Recreation Center and the require- ments of the Will and Codicils of the late Joseph P. Bassa Sec. 3 Bass Park Promotion Director.There is hereby authorized and established the position of Bass Park Promotion Director. This position shall be included n the Personnel Classification and Compensation Plan for the City of Bangor.. The Bass Park Promotion Director shall be responsible forpromotionof major events in the complex; responsible for the operation of. the racing and fair events; to coordinate with. private parties in promotions which benefit the citizens of Bangor; to coordinate with Parks and Recreation Director in the efficient scheduling and operation of the Bass Park Complex; perform other duties as may be prescribed by the City Manager, the City Council or governing committee or board appointed by the authority of the City Council to oversee operations of. the Bass Park Complex. The Bass Park Promotion Director shall be appointed by the City Manager on the basis of merit and fitness alone, subject to confirmation by the City Council: Sec. 4 Parks and Recreation Director. This position is,assigned the responsibility for the general operation and maintenance of the Bass Park Complex; to maximize the use of the facilities for recreational purposes; to coordinate and control lesser events a profit or non-profit to coordinate with the Bass Park 4MhDirector in the utilizationof the facilities to the maxim extent possible; _ to 'control revenue 'sn�xpenses soTsuf f icient funds are generated to meet all expenses and provide amounts required for general capital improvements; perform other duties related to the Bass Park Complex as may be prescribed by the City Manager, the City Council or governing committe- r heardappointedby authority, of the City Council to oversee operations of the Bass Park Complex. Sec. 5 Monthly Report to City Manager. The Bass Park Promotion - Director and the Parks and .Recreation Director, each, shall make a report to the City Manager, before the first Council meeting of each month, as to the activities and achievements conducted at the Bass - Park Complex during the preceding month. Sec. 6 Bass Park Committee Created. .There is hereby authorized and established aconmittee to be known as the Bass Park Committee, to consist of; three (3) members of the City Council; three (3) members from the private ector(aach to have a specific background found in, or related to anendeavor such as the Bass Park Complex); and the City Manager. 6.1 Council members and those from the private sector shall be appointed annually, by the Council Chairman, with terms being from July 1 to June 30. The Council Chairman will appoint one (1) of the Council members as the Bass Park Committee Chairman. 6.2 The Bass Park Committee, with the approval of the Council Chairman, may appoint subcommittees for specific purposes. 6.3 Function of the Committee. It shall be the function of this committee to hold regular meetings, called by its chairman,. to advise and supervise the operations of the Bass Park Complex, in respect to policy, planning, administration and control of all phases of the day-to-day operation of the Bass Park Complex. The committee shall be authorized to approve the execution of contracts, leases and other agreements in them of the City of Bangor relating to the operation of thefacilitiesfor terms not to axceed thirty (30) days. All other contracts, leases and other agreements for longer terms shall not be executed until approved. by a majority vote of the City Council.
