Development District and Proposed Development
Program - Council Orders 86=418 and 86-430.

The Planning Board reviewed the proposed program of the
Bangor Center Development District at its meeting on November 17,
1986 and in order to give Planning Board Members additional time
to research the subjectmorethoroughly, continued its discussion
to its meeting on December 1, 1986.
After considerable discussion by the Board and input from
the Chairman of the Development District Committee and City Staff,
the Planning Board finds no substantive comprehensive planning issues
e contained in this proposal. Therefore, the Board would respectfully
defer to the City Council an the issue of whether to support this
proposed program through the assessment 'district concept. The Board
voted unanimously to take this position.

RE: Funding of the Municipal District Advisory Board Proposed
Bangor Center Development District
Dear Mr. Willey:
Pursuant to our telephone conversation, I am writing to express
our concern about the Municipal District advisory Board proposal that
a Bangor Center Development District be formed and funded through an
assessment against property owned by individuals or corporations
located within the confines of the district.
We are concerned that the formation and support of such a
district would not benefit our ratepayers as a whole who would
ultimately be required to support the effort through general rates.
If such a district is formed and funded, we would respectfully
request that utility property be excluded from the assessment.
