Amending Chapter 165, Land Development Code, by Requiring Chemical Dependency Treatment Facilities to
be Accessed from Major Arterials in the Government and Institutional Service District
Summary
At present, chemical dependency treatment facilities such as methadone clinics are allowed in several zoning
districts, including the Government and Institutional Service District (G&ISD). If in a G&ISD district, the facility
must be located on a major arterial.
This ordinance amendment would clarify that, in addition to being located on a major arterial, the facility must
primarily be accessed from that major arterial; simply having frontage on the major arterial is not enough. As
these facilities tend to have high amounts of traffic at certain times of day, this will help ensure that the traffic
remains on major arterials rather than being routed through side streets.

ORDINANCE, Amending Chapter 165, Land Development Code, by Requiring Chemical Dependency
Treatment Facilities to be Accessed from Major Arterials in the Government and Institutional Service District
WHEREAS, at present, chemical dependency treatment facilities in Government and Institutional Service
District parcels are required to be located on major arterials;
WHEREAS, chemical dependency treatment facilities tend to have high amounts of traffic at certain times of
day;
WHEREAS, adding the requirement that these facilities be accessible from the major arterial will help prevent
traffic from being diverted through side streets;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
§ 165-97 Government and Institutional Service District (G&ISD).
R. Permitted uses. The following uses are permitted in this district:
(3) Chemical dependency treatment facility, provided it is located on a major arterial street and has a
curb cut on said arterial street which provides the primaa point of vehicular access for the facility.
