Sheldon Hartstone met with the Community Development Committee on
Monday, September 19, 1988. Following Mr. Hartstone's presentation
the Committee voted unanimously to recommend that Mr. Hartstone
be designated Tentative Developer for -Lots 1 through 11 at the
intersection of Blake Place and Market Street. The Committee, Mr.
Hartstone and staff agreed that 30 days would be sufficient time
to take care of street discontinuancea and the submittal of more
detailed information upon which an Option Agreement will be based.
Owners of abutting property have been notified that the City Council
intends to consider Mr. Hartstone's request at Monday's Council
meeting. The attached map indicates the subject Community Develop-
ment parcel which is approximately 3/4 acre. /f

heing on file in the City Engineer's Office; and

City -awned Cots 1 through 11 as designatrd on a plan entitled "Plan of Wts
1 through 11 Market Street and Blake Place", dated Jure 8, 1981, said plan
being on file in the City knginerr's Office, for a period of thirty (30)
days, during which time the legal Department, in consultation with the
Community Development Committee and the Director of Planning a Community
Develognent, shall be authorized to negotiate an Option Agreement with
Sheldon Hartstwe for future consideration by the City Council.

Please be advised that Sheldon Hartatone does not wish to
seek a renewal of his designation as a tentative developer for
the Blake Place site, nor does he wish to pursue an option
agreement with respect to the purchase of the premises.quite
frankly, it is our opinion that the $30,000.00 opinion of market
value rendered by Lowell T. Sherwood, Sr. is too high, given the
location, site characteristics, and development potential of the
site.
On behalf of my client, I thank you for the opportunity to
explore the potential development of this site.
